SEATTLE N.C.C.F. MEDICAL CORPS TREATS WALLA WALLA PRISON INMATE

On February 24, 1971 the Seattle National Committee to Combat Fascism sent a medical team composed of four doctors, one nurse, one medical secretary and three N.C.C.F. members to Walla Walla State prison. The primary purpose of the visit to the prison was to administer sickle cell anemia tests. Walla Walla has a black inmate population of approximatly three hundred. Three months ago the Black inmates wrote to the N.C.C.F. medical clinic inquiring about the sickle cell tests that were being administered in the oppressed communities of Seattle.

Sickle cell anemia is a blood disease common among Black people. There has been very little research done on this disease until recently and as a result there are many Black people who are victims of the disease and are unaware of it.

The visit to Walla Walla exposed many barbaric and inhuman genocidal conditions. The above picture is of a prisoner who has a large infected hole in his hip as a result of a bed sore. The prisoner has been in bed for about a year. For medication he has been given Thorezine and Librium because they are supresants and don't allow him to comprehend what is going on around him or his condition. Also revealed was the fact that one of the prison doctors is impaired because of brain surgery he under went several years ago. The medical team also discovered that a second prison doctor was addicted to drugs and has a severe habit. Over one hundred and eighty inmates were tested for sickle cell anemia and treated for other ailments.

The medical conditions at Walla Walla state prison are typical of those conditions that exist throughout all of the oppressed communities of the world. In order to destroy these conditions it is necessary to kill their cause, U.S. fascism.

URBAN RENEWAL-STRATEGY FOR GENOCIDE

The inability of the present system to solve the problem of Black people's oppressive economic, social, and political situation is a historical fact, Yet, in 1971, over a century since our introduction into modern slavery, fraudulent government programs continue to be instituted in black communities. A classic example is the launching of alleged "urban renewal" projects.

As do all of America's cities with large populations of blacks and other ethnic minorities, Boston suffers the common affliction of bad housing. In several sections of Its black community, the existing housing has been torn down and replaced with pre-fabricated housing projects which are so poorly built that many appear in a state of collapse upon erection, However, urban renewal involves more than the replacement of inadequate housing, it also determines the physical lay-out of the community. This places the people in a very vulnerable position, for the Boston Redevelopment Authority, a proven enemy of the people, controls a major part of urban renewal. (Boston Redevelopment Authority is largely responsible for the force migration of Blacks and Puerto Ricans from the South end, an area right next door to Boston's major financial district that is now being transformed into a white middle class neighborhood.).

Recently, another structure of urban renewal was completed -- a new pig facility. This stands in the heart of Roxbury, a pre-dominately black area of Boston, directly across from Dudley MBTA station which is the main transportation terminal of the black community. The new pig station has all the complements of a fortress -- two floors underground, a helicopter landing port, a courthouse and jail.

Urban renewal is, obviously, a screen to place the pig power structure in a millitarilly advantageous position. Urban renewal compactly places television cameras which spy on us, super-highways which divide, and increased pig forces who brutalize and murder us in the Black community. The end result of this government assistance, as with America's "foreign aid" to underdeveloped communities world-wide, is better control over the oppressed communities in order to intensify pre-planned genocide.

STOP AND SHOP, AN EXPERIMENT IN TERROR

On Monday, January 11, the Columbia Point Stop and Shop food store, again demostrated its blatant disregard for the people by allowing a rent-a-pig by the name of "Red" to assault a customer.

Charles and his sister, Lois, along with her seven year old son were followed by Red when they entered the Stop and Shop to buy some groceries.

Red, on previous occasions, had followed the family, as well as other families, around the store, making racist remarks and it suits. Red has even gone so far as to deny Lois seven year old son entrance to the store when not accompanied by an adult.

As the three entered the store, Charles stopped to buy a newspaper and pig "Red" ran up behind him and started beating him about the head and back, knocking him on the ground and kicking him in his head. Lois and her son along with other customers in the store witnessed the attack. The pigs dragged Charles off, charging him with assault and battery on a pig.

The manager of Stop and Shop was confronted by the community, and an explanation was demanded of him as to why his store allowed pigs to brutalize the customers for no reason at all. The store manager claimed that he had no control over the rent-a-pigs' actions, and that whatever happened was not to be a reflection on him or Stop and Shop, but that complaints should be filed with the pig agency. The people also demanded that the manager see that Charles be released, and that the frame-up charges be dropped.

Stop and Shop is the ringleader of faseist tactics in Columbia Point. Children who enter Stop and Shop alone, are subject to harassment and Intimidation by the rent-a-pigs who patrol the store. What can the people do when the management claims that it is not responsible for pig brutality behind its doors? The people can mobilize themselves to bring Stop and Shop to its knees by boycotting the store until its driven from the community. Without the people of Columbia Point patronizing Stop and Shop, the store cannot remain in business to exploit and brutalize its customers. We must not compromise our human dignity and self-respect for any reason. We do not have to accept the terms layed down by the pigs of Stop and Shop, that say they have a license to deny us our right to a decent life: one without exploitation of man by man. When we go to the store to shop for food, it is out of the necessity to live, and anyone who would, for any reason, deny us food, or attempt to prevent us firm purchasing food, is denying us our right to live. Through the practices of Stop and Shop in Columbia Point, our right to life, liberty and happiness has been grossly abused.

THE TAYLOR-CHATMAN INCIDENT

Efforts to raise money for Melvin Taylor and Ray Chatman continue. These brothers are two more victims of the white racist system of "justice," They were accused, tried and convicted of the murder and robbery last March 7th of Kenneth Meiner, Meiner, 17 years of age, was a white youth employed at the Circle K Market in Phoenix, Arizona where the alleged murder and robbery occurred. The brothers were sentenced on January 24th to the gas chamber. The execution is to take place on April 14, 1971.

The entire trial was a mockery. There were no Black jurors or Black jury candidates, Witnesses made such statements as "ALL NEGROES LOOK ALIKE TO ME." Black spectators were evicted from the courtroom because their silent presence was "intimidating the witnesses."

The Black community has been actively raising money for a competent legal attorney. A Jazz Benefit is being planned for the second week of March. The local Black high school's Black Student Union is planning a fashion show and dinner. But still we don't have enough money to retain a lawyer at this point.

We have been in contact with some competent Black Lawyers from out of state but we do not have enough money to retain them. As of this date, February, 22, 1971, no lawyer has been appointed by the court. But this will probably and hopefully be done by Thursday, February 25, 1971. Our plan is to have competent and interested lawyers work with the court appointed lawyer.

MANIFESTO OF FOLSOM INMATES

1. We demand the constitutional rights of legal representation at the time of all Adult Authority hearings, and the protection from the procedures of the Adult Authority whereby they permit no procedural safeguards such as an attorney for cross examination of witnesses, witnesses in behalf of the parolee, c at parole revocation hearings.

2. We demand a change in medical staff and medical policy and procedure. The Folsom Prison Hospital is totally inadequate, understaffed, prejudicial in the treatment of inmates. There are numerous" mistakes" made many times, improper and erroneous medication is given by untrained personnel. The emergency procedures for serious injury are totally absent in that they have no emergency room whatsoever; no recovery room following surgery which is performed by practitioners rather than board member surgeons. They are assisted by inmate help neither qualified, licensed, nor certified to function in operating rooms. Several instances have occurred where multiple injuries have happened to a number of inmates at the same time. A random decision made by the M.D. in charge as to which patient was the most serious and needed the one surgical room available. Results were fatal to one of the men waiting to be operated upon. This is virtually a death sentence to such a man who might have lived otherwise.

3. We demand adequate visiting conditions and facilities for the inmates and families of Folsom prisoners. The visiting facilities at this prison are such as to pre-clude adequate visiting for the inmates and their families. As a result the inmates are permitted two hours, two times per month to visit with family and friends, which of course has to be divided between these people. We ask for additional officers to man the visiting room five days per week, so that everyone may have at least four hours visiting per month. The administration has refused to provide or consider this request in prior appeals using the grounds of denial that they cannot afford the cost of the (extra) officers needed for such change. However, they have been able to provide twelve new correctional officers to walk the gun rails of this prison, armed with rifles and shotguns during the daytime hours when most of the prison population is at work or attending other assignments. This is a waste of the taxpayers money, and a totally unnecessary security precaution.

4. We demand that each man presently held in the Adjustment Center be given a written notice with the Warden of Custody signature on it explaining the exact reason for his placement in the severely restrictive confines of the Adjustment Center.

5. We demand an immediate end to indeterminate adjustment center terms to be replaced by fixed terms with the length of time served being terminated by good conduct and according to the nature of the charges, for which men are presently being ware-housed indefinitely without explanation.

6. We demand an end to the segregation of prisoners from the mainline population because of their political beliefs. Some of the men in the Adjustment Center are confined there solely for political reasons and their segregation from other inmates is indefinite.

7. We demand an end to political persecution, racial persecution, and the denial of prisoners to subscribe to political papers, books or any other educational and current media periodicals that are forwarded through the United States mail.

8. We demand an end to the persecution and punishment of prisoners who practice the constitutional right of peaceful dissent. Prisoners at Folsom and San Quentin Prisons, according to the California Penal Code, cannot be compelled to work as these two prisons were built for the purpose of housing prisoners and there is no mention as to the prisoners being required to work on prison jobs in order to remain on the Mainline and/or be considered for release. Many prisoners believe their labor power is being exploited in order for the State to increase its economic power and continue to expand its correctional industries which are million dollar complexes, yet do not develop working skills acceptable for employment in the outside society, and which do not pay the prisoner more than the maximum sixteen cents per hour wage. Most prisoners never make more than six or eight cents per hour. Prisoners who refuse to work for the two to sixteen cent pay rate, or who strike, are punished and segregated without the access to the privileges shared by those who work. This is class legislation; class division, and creates class hostilities within the prison.

9. We demand an end to the tear-gassing of prisoners who are locked in their cells, such action led to the death of Willie Powell in Soledad Prison, in 1968, and of Fred Billinslea, on February 25, 1970, at San Quentin Prison. It is cruel and unnecessary.

10. We demand the passing of a minimum and maximum term bill which calls for an end to indeterminate sentences whereby a man can be warehoused indefinitely, rehabilitated or not. That all prisoners have the right to be paroled after serving their minimum term instead of the cruel and unusual punishment of being confined beyond his minimum eligibility for parole, and never knowing the reason for the extension of time, nor when his time is completed. The maximum term bill eliminates indefinite life time imprisonment where it is unnecessary and cruel. Life sentences should not confine a man for longer than ten years, as seven years is the statute for a considered lifetime out of circulation and if a man cannot be rehabilitated after a maximum of ten years of constructive programs, etc., then he belongs in a mental hygiene center, not a prison. Rescind Adult Authority Resolution 171, arbitrary fixing of prison terms.

11. We demand that industries be allowed to enter the institutions and employ inmates to work eight hours a day and fit into the category of workers for scale wages. The working conditions in prisons do not develop working incentives parallel to the money jobs in the outside society, and a paroled prisoner faces many contradictions on the job that adds to his difficulty to adjust. Those industries outside who desire to enter prisons should be allowed to enter for the purpose of employment placement.

12. We demand that inmates be allowed to form or join Labor Unions.

13. We demand that inmates be granted the right to support their own families, at present thousands of welfare recipients have to divide their checks to support their imprisoned relatives who without the outside support could not even buy toilet articles or food. Men working on scale wages could support themselves and families while in prison.

14. We demand that correctional officers be prosecuted as a matter of law for shooting inmates, around inmates, or any act of cruel and unusual punishment where it is not a matter of life of death.

15. We demand that all institutions who use inmate labor be made to conform with the state and federal minimum wage laws.

16. We demand an end to trials being held on the premises of San Quentin Prison, or any other prison without the jury as stated in the U.S. Constitution as being picked from the country of the trial proceedings and of the peers of the accused; that being in this case, other prisoners as selected jurors.

17. We demand an end to the escalating practice of physicalbrutality being perpetrated upon the inmates of California State Prisons at San Quentin, Folsom, and Soledad Prison in particular.

18. We demand appointment of three lawyers from the California Bar Association for fulltime positions to provide legal assistance for inmates seeking post-conviction relief, and to act as Haison between the Administration and inmates for bringing inmate complaints to the attention of the Administration.

19. We demand updating of industry working conditions to standards as provided for under California law.

20. We demand establishment of inmate workers insurance plan to provide compensation for work-related accidents.

21. We demand establishment of unionized vocational training program comparable to that of the Federal Prison System which provides for union instructors, union pay scale, and union membership upon completion of the vocational training course.

22. We demand annual accounting of Inmate Welfare Fund and formulation of inmate committees to give inmates a voice as to how such funds are used.

23. We demand that the Adult Authority Board appointed by the Governor be eradicated and replaced by a parole board elected by popular vote of the people.

In a world where many crimes are punished by indeterminate sentences; where authority acts within secrecy and within vast discretion and gives heavy weight to accusations by prison employees against inmates, inmates feel trapped unless they are willing to abandon their desire to be independent men.

24. We strongly demand that the State and Prison authorities conform to recommendation #1 of the "Soledad Caucus Report", to wit, "That the State Legislature create a full-time salaried board of overseers for the State Prisons. The board would be responsible for evaluating allegations made by inmates, their families, friends, and lawyers against employees charged with acting inhumanely, illegally or unreasonably. The board should include people nominated by a psychological or psychiatric association, by the State Bar Association or by the Public Defenders Association, and by groups of concerned, involved laymen."

25. We demand that prison authorities conform to the conditional requirements and needs as described in the recently released Manifesto from the Folsom Adjustment Center.

26. We demand an immediate end to the agitation of races relations by the prison administrations of this state.

27. We demand that the California Prison System furnish Folsom Prison with the services of Ethnic Counselors for the needed special services of Brown and Black population of this prison.

28. We demand an end to the discrimination in the judgement and quota of parole for Black and Brown people.

29. We demand that all prisoners be present at the time that their cells and property are being searched by the correctional officers of state prisons.

BLACK CAPITALISM IN WASHINGTON, D.C.

Under the cruel, repressive and fascist Nixon Administration, many programs (pacification of the people) have been instituted. In their daily method of oppression, the fascists of Babylon have utilized many techniques and methods. Black capitalism is one such program.

The DIRECT MARKETING CORP. through its publication, BLACK DOLLAR, states its purpose as; 1) to increase the growth and stabilization of black businesses; 2) to increase the purchasing power of black families; and 3) to educate the black community to a greater understanding of economics, so that they can control their own lives through United Action.

Under the guise of being relevant to the community, the magazine, along with DIRECT MARKETING CORP., has a "10-Point Program" (sound familiar?), which the Board of Directors, along with "Stepin Ferchit" Ed Murphy (Publisher of BLACK DOLLAR MAGAZINE) have surely worked overtime to produce.

The entire magazine is filled with pictures supporting their written positions of complacency. For example, in BLACK DOLLAR MAGAZINE, Vol, 2, No. 1, the cover story is reserved for Lackey Chester Carter. This lackey is actually a joke. The people realize that Chester Carter has come into his position by boot-licking on up the ruling class ladder. His credentials, prior to becoming the "first black man to own a major liquor distributorship in the nation's capital", was serving as Deputy Chief of Protocol (7) of the fascist American Empire. He also served as a traffic pig in the foul streets of D.C.

By holding this fool and running dog lackey up as a model to the community, the pigs hope (once again exposing their stupidity that the people will feel proud -- "One of us has finally made it."

Well, the people do not feel proud. By bargaining with this lackey the people are merely trading one slave master for another. This is reminiscent of the first black bourgeoisie of the 1700's who had black slaves, but did nothing to alleviate the conditions under which black people were subjected.

But pig lackey Chester Carter, along with his live, black capitalist venture, will be dealt with in a manner befitting his foul nature.

PRISONERS FORM UNION

State prison inmates at California Men's Colony in San Luis Obispo have organized a union to bargain for increased legal representation and fair wages for work done by prisoners.

In a letter released today by the National Lawyer's Guild, the prisoners announce the formation of the "Prisoners Legal Union" in order "to make a reality of the Constitution's mandates," The announcement designates the National Lawyer's Guild as bargaining agent for the union.

Attorney Marvin Stender, President of the San Francisco Bay Area Chapter of the Lawyer's Guild, stated that he has written to Harold V. Field, superintendent of California Men's Colony requesting a meeting to discuss the prisoners' demands. Mr. Stender added "The Prisoners Legal Union gives the prison administration an opportunity to deal with legitimate prisoner needs in a traditionally recognized fashion. We assume that the Superintendent will wish to meet with us to discuss the issues. It would be a tragic error to deny the inmates a forum to peacefully present their views through their chosen representatives."

The inmates request that every prisoner be given adequate legal counsel fro the time of arrest until he is released, including representation at prison disciplinary hearings and parole board hearings, which determine the length of his sentence. At present, a prisoner is not allowed to have an attorney at those hearings, even if he can afford one. The inmates also ask for a fully equipped law library and legal staff to aid them.

Mr. Stender commented "It is the obligation of the state to ensure that no citizen is deprived of his legal rights because of poverty, ignorance, or even imprisonment. To help California Men's Colony fulfill this responsibility. I have asked the San Luis Obispo County Bar to meet with us to discuss these matters."

The CMC inmates also request that they be paid at least the Federal minimum wage for their work in running the prison. They note that inmates operate the kitchens, hospitals, factories, laundries, ranches and other necessary and productive prison facilities and ask that they be given fair wages for their essential services.

Formation of the Prisoner Legal Union at CMC is the first public indication that the deep-seated unrest among California prisoners, which has resulted in hunger strikes, work stoppages, and incidents of violence at Soledad. Folsom, and San Quentin, is not limited to those maximum security Institutions.

We join to free ourselves.

We recognize that the major crime which keeps most of us in prison is poverty. The poverty of the legal system in reaching the clearly stated Constitutional Goals which we have been taught to believe is the actual law of the land.

Our goal is to make a reality of the Constitution's mandates including "due process," "equal protection," "right to counsel and freedom from slavery and cruel and unusual punishment."

Every prisoner should have legal representation according to need, which means every prisoner should be represented from the time of arrest until the time of release from prison. Post conviction remedies, representation before the Adult Authority, representation before discliplinary groups and representation for personal legal problems are some of the areas we see need immediate improvement and attention.

In order to bring law to the prisons we shall use our united strength as bargaining power in the accepted tradition of the law.

The prisons cannot successfully function without out cooperation. We run the bakeries, kitchens, hospitals, clothing and shoe factory maintenance, office machines, printing press, photography labs and even fingerprint, test, classify and pull the bar on each other.

Every prison should have a staffed legal center and fully equipped law library. Every prisoner should get a legal check-up the same way he now gets dental, medical and psychiatric checkups.

We recognize that we are part of the world wide movement which seeks to make all government recognize the equal value and dignity of every human being.

In order to begin the task before us we agree that the NATIONAL LAWYER'S GUILD represent us as our bargaining agent.

We, the discontented black inmates that are presently incarcerated in the Indiana State Prison, are compelled, by the horrendous conditions to which we are constantly subjected, to appeal to you, the concerned citizens of the State of Indiana, for assistance in our struggle for justice and human dignity.

Warden Russell (“'Bull Connor'”) Lash and his running dog guards have made racism an institution in this prison. Blacks are restricted to the mental jobs: shovelling snow, mopping floors, shining the pigs' (officer') shoes, emptying garbage cans, etc., while the whites are assigned to most of the better jobs. By assigning them to the easier/ better jobs, the Warden is able to keep alive a lot of antagonism between the races because the whites will fight the blacks to maintain their positions. It's an old Establishment scheme: to keep blacks and whites fighting, while the Establishment oppresses both of them. We ask you to recall how the Irish fought the blacks for jobs in the 19th Century.

Although blacks comprise only 37 per cent of the prison populice, 75 to 80 per cent of the inmates that are interned in the various lock-ups throughout the institution are black. This is not an accident: It is a well calculated conspiracy to break the spirits of the blacks that refuse to greet the guards in the subservient tone to which they have become accustomed. But, more often than not, we emerge from solitary with our spirits unbroken and our determinations accelerated to salvage our masculinity.

Incensed by their failure to break our spirits with lengthy terms in solitary, the "omnipotent." Warden and his racist sadistic custodial staff have launched a new offensive: BRUTALLY ASSAULTING BLACKS. Several days ago, Frederick O'Quinn, #36824, was placed in the "hole" (solitary) because he refused to wear his hat to suit the fancy of a racist, rabid-dog guard. While in the "hole" brother O'Quinn was barbarously beaten by three or four officers, who were led in their attack by the night shift captain: Captain Parks. You must try to understand how difficult it is for us, the concerned black inmates, took these pigs in the face, realizing that they assulted a defenseless black (the brother was hand cuffed when he was attacked) for not reason what-so-ever.

A few weeks prior to the above incident, when a brother attacked two guards. Warden ("Bull Connor") Lash immediately publicized the incident; he told the public about the number of violent assaults that the brother had made on other officers. (He didn't tell the public that the guards had been treating the brother who is 42 years old, like he was a "boy"; he didn't tell the public about the time that the guards had harassed the brother and defied him to get angry; he didn't tell the public about the countless times that the brother had to go to bed with miss-meal cramps because he, the Warden, is starving the inmates of this institution in an effort to save the State of Indiana some money. But Warden Lash has made no mention of the manner in which Brother O'Quinn was beaten.

… We will not stand back peacefully and witness the sadistic and unprovoked beatings of our brothers. Our cups of tolerance are slowly filling and unless the water of harassment is drained off soon by the hand of an empathizing /concerned society, they will inundate like the mighty waters of the Nile.

We appeal to you, humanitarian society, to investigate the brutal beating of Brother O'Quinn and, when you find that what we have said here is true, we ask you to demand that Captain Parks and the cowardly guards, who brutalized the brother, be fired. Your tax dollar are used to keep this prison going so, surely you should be able to come into the institution and see how foolishly your dollars are being used.

THE TRIAL OF BOBBY SEALE AND ERICKA HUGGINS

February 22, 1971

ELEVENTH JUROR CHOSEN: TWO ADDITIONAL CHALLENGES ALLOWED!

Today's morning session was devoted to 2 motions made by the defense. They were:

1) A motion to dismiss re: prejudicial publicity. Attorney Roraback referred to a motion to dismiss which she had made in September. She noted that an expert witness -- a psychologist named Dr. Miller -- had testified about the effects which pre-trial publicity has on the public, even on those who forget the details of the information and who may honestly claim to be impartial. She stated that in May, 1970, she had opposed the prosecution's motion to sever the case of Lonnie McLucas from Ericka's, because of the tremendous amount of publicity which would accrue from the first one tried and effect the others. Beginning in May, 1969, she said, sensational press has surrounded this case, and since Lonnie's trial, "massive, detailed publicity" has followed. She argued that when Mulvey has denied the motion to dismiss in September he had said in his memorandum of decision that the voir dire of the McLucas case had shown that the assumption that a fair jury could not be chosen was not justified. In that voir dire, they went through 242 candidates. In this one, 1300 people have been called -- and over 60% of those questioned have been excused because of prejudices against the Party or against the defendants. Roraback stated that the defense has had to use many of their challenges on people whose pre-judices "did not follow some precise pattern," and that, now that all of the defense challenges were used up, the task of gaining an impartial jury was impossible for the defense to accomplish. David Rosen stated, on Bobby's behalf, that he joined in all of what Roraback had said, and added that the degree of prejudice in the community was so great that it seemed only reasonable to assume that everyone has has been effected -- even the jurors already chosen.

Markle said that he had made a motion for a change of venue, which the defense had opposed, and it had been denied. He implied that this might be something of a solution. He then said that the defense had made no effort to keep the publicity level down.

Garry responded that the "protective order" (a "gag rule" which forbids the attorneys from making statements to the press about the case) had served merely to leave the defense open to attacks by people such as J. Edgar Hoover, to whom they couldn't reply. He noted that this is the longest voir dire on record, evidence of the near-impossibility of getting a fair jury.

Markle replied that not one person has been excused because they admitted to being influenced by Hoovers statements -- and then implied that it was liniency on his part which had allowed the voir dire to go on so long. He mentioned again that a change of venue motion had never been made by the defense.

Roraback stated that it would make no difference where in Connecticut the trial took place, that the whole state was subjected to the same publicity, and that her client should have to waive neither the right to be tried in her home county, nor the right to be tried as soon as possible, in order to gain what is her constitutional right to begin with -- a fair trial.

Malvey said that he had excused any juror who had said that they had an opinion, and that he would continue to do so. He said that, given the background of the case, and the defendants, it was "understandably difficult" to pick a jury, bur, claiming it could be done, he denied the motion to dismiss.

2) A motion to grant the defendants 30 more challenges and to deny the prosecution the further use of challenges. Rosen stated that it was already impossible to pick a fair jury, but that the "second remedy" would be to restore to the defense the right to challenge 30 more people. He said that the lack of challenges would make the examinations more intensive, and could result in making the juror "hostile" to the questioner once he/she was seated. Without challenges, the defense cannot "help the court" to assure the defendants a fair trial. Rosen also said that additional challenges would at least put the defendants on an even footing with other defendants who do not have to deal with massive pre-trial publicity in choosing their Juries. Finally, he said, since two jurors had been after they were seated, the defense should have received challenges to help replace them. In addition, he argued, the state should not be allowed more than 30 challenges (they had 60) because it gives them more than either defendant. Roraback stated that this is a situation "not contemplated by our law, and indeed not taken care of by our law."

Markel said that, since no objection was made at the time the challenges were assigned that it was "untimely." He also said that they already had hard more than the statntory number of challenges which is 25 "for each side" (of course, his "side" had 60). He said that we had reached a point of "absurdity."

Roraback rose to address herself to Markle's remark about "absurdiry." She commented that she had never heard an attorney speak "callously" about an accused rights -- especially an accused on trial for her life. She said that she had never expected to be in this position, that she had been more optimistic than she should have been. Rosen said that the motion had been made when it was relevant, and she affirmed that.

She stated finally that her client was a young Black woman who was attempting to select from panels already stacked against (being predominantly White, middle-aged and male), a "jury to do her justice," and without challenges, her chances were even further reduced.

Mulvey said that he had anticipated the motions and had done some research on the subjects. Saying that he still was unsure that he had the authority to do it, he graned the defense two additional challenges.

The juror chosen is a White woman in her 10's. She works in an office at B.F. Goodrich. She had read about "trouble in Chicago" (probably the murder of Fred Hampton and Mark Clark), and about Huey's apartment. She felt that the Party was both good and bad, and said repeatedly that they were trying to help their people, although "they might not always go about it in the right way." She said that the Party serves a purpose of making people more aware of 'Black people's problems.' She also mentioned Yoga classes.

The defense spent both of the additional challenges they had been given yesterday, one of them who said that the Party was a "colored motorcycle gang." Both lawyers moved for an additional 29 challenges each, renewing the motion they made yesterday for 30. The motions were denied. The prosecution has 25 left.

In the course of the day, the judge made several comments in reference to defense counsel, in front of the prospective jurors. For example, At one point, he referred rather condescendlingly to Garry as "liking to make little speeches." There were other subtler instances, and at the end of the day. Roraback placed on the record her objection to "comments from the bench which might antagonize" jurors against the defense counsel. Mulvey replied only, "Anything else, Miss Roraback?

February 24, 1971

Again the defense filled motions for additional peremptory challenges; the motion was denied. Also, the defense filled motions that Bobby and Ericka have a jury of less than twelve people. Bobby and Ericka requested a jury of nine people and two alternates. The motion was denied. The defense requested that the motions be taken to the Supreme Court. This motion was granted and court was recessed until Monday, March 1, 1971.

BOBBY'S AND ERICKA'S STRUGGLE IS OUR STRUGGLE

The People's Committee of New Haven was recently formed to assist New Haven Panthers in organizing and mobilizing the committee to actively demonstrate their support of Chairman Bobby and Sister Ericka. But we were all aware that while Bobby and Ericka are struggling for freedom, black people are struggle to survive.

The increasingly high rate of unemployment and the growing economic depression are making it impossible for Black and other poor people to live. Illustrating just how critical the situation is, Olin Corporation, a New Haven defense plant, alone is laying off over 800 people.

Remembering the examples set by Bobby and Ericka in their fight to implement socialistic programs like the Free Breakfast for Children. Free Cloth and Free Health Centers, We co-served that their educating of Black people was never just a lot of talk or rhetoric: but was done through concrete programs which actively involved people and served their immediate needs. Let's face it -- Black people would read, listen to and understand news about the current plight of Bobby and Ericka and other political prisoners if their stomachs were full. Black people must be shown by example how they themselves would benefit from a united, one-for-all-and-all-for-one revolutionary movement to defend our communities against hunger and cold, against repression and incarceration, against racism and oppression, in short, against genocide.

We recognize that while the Black Panther Party has set the examples, we the people must move to implement these cooperative-socialistic programs on a broader, more far-reaching level. We cannot sit back and expect the Black Panther Party to do it all for us; rather, we must move down the path which they have cleared for us -- organizing the same programs and developing similar new ones to meet these basic needs: food, clothing, medical care, and education. We should also follow the example the Party has set in setting up liberation schools in our communities to create a learning environment for our children

which would develop Black freedom-fighters -- Black revolutionaries dedicated to the defense and liberation of our people -- instead of allowing them to become brainwashed into Black capitalists and uncle toms by the racist-fascist schoolsystem. All over America, people should be organizing foodprograms, clothing drives, liberation schools and health clinics to Insure our survival.

With these things in mind, the People's Committee decided to organize a FREE FOOD PROGRAM as its firstproject, a program which would help Black and other oppressed families reduce their food budget, as well as prevent anyone and everyone in our community from starving or going hungry.

To put this idea into practice, we are soliciting donations of all kinds of foods from businesses, wholesale food distributors, farmers and farm collectives; and donations of money with which to purchase wholesale food from churches, businessmen, students and organizations. We plan to give dances, film-showings, and other benefits to ralse money for food, and at the same time, provide people with Panther Trial News and other revolutionary information to encourage people to attend court sessions, rallies and demonstrations in support of Chairman Bobby and Sister Ericka.

Incidently, court sessions usually begin at 10:00 a.m. on Tuesday through Friday and recess at 4:00 p.m., with a lunch break from 1:00 to 2:00 p.m. People can come into the court room at 10:00 a.m. and at 2:00 p.m. or during the mid-morning and mid-afternoon breaks.

Apparently, Many people are still unaware of the fact that Bobby and Ericka are in grave danger of being sentenced to die in the electric chair. The Court is exusing all potential jurors who are opposed to capital punishment. In fact, a number of prospective jurors have already been excused by the judge because they would not consider sentencing anyone to death or to life in prison.

We cannot sit back and watch this vicious conspiracy to murder Bobby and Ericka without doing anything about it. And if we persist in doing nothing to stop this carefully-staged, fascist plot to make nation-wide examples of two beautiful revolutionaries, we will be guilty of aiding and abetting murder in the first degree. We must fully realize that we are all on trial in this case, that Bobby and Ericka's destiny is our destiny! If we allow the pigs to kill Bobby and Ericka, we are allowing them to murder Black people and crush our movement for freedom and liberation.

So we are calling on all human beings everywhere, especially Black people, to demonstrate support for Bobby and Ericka by coming to the New Haven Superior Court whenever possible and giving your time, money and energy to revolutionary programs which truly serve the people

PIGS DECLARE BERKELEY BRANCH BLACK PANTHER PARTY ILLEGAL

The pigs of Berkeley have now declared that the Berkeley Branch of the Black Panther Party is "illegal". They have informed our landlord that because we live in a single family unit district we have to get a use permit to operate an office. The pig's law states that they don't have to grant a permit if the office is "detrimental" to the community. The only recourse one has for redress is the Board of Adjustments of the Inspection Services Department. It is their prerogative, depending on the circumstances, whether or not to issue a permit. They continue this madness by claiming that since the physical aspects required for office use exceeds those of the house, they'll have to send a paid building inspector to inspect our house -- not an office but the people's center!

It is clear that they have no intentions of granting any permit. Our permit is the support of the people! It is clear that the pigs of Berkeley have every intention of removing us "legally". We have no intention of leaving: period I We will not bend to this covert form of intimidation. We will continue to feed, clothe, and teach our children the basic necessities of survival. We will continue to give medical and legal services to our people. We also will continue to teach the people the ideology and principles of the Black Panther Party.

The Berkeley Branch of the Black Panther Party like every other Chapter. Branch or N.C.C. F. which adheres to Party Principles, discipline, and ideology has developed paralled programs within the oppressed Black community to a higher level of existence. The parallel programs -- free breakfast program, free health clinics, free food and free clothing programs, free legal aide and Liberation schools sufficient and supported by the people, these programs are a vehicle for mobilization and sup-support of the masses of people for the pending revolution.

Taking all these factors into consideration we can readily understand why the pigs of Berkeley are upset. The Black Panther Party exposes the reactionary contradictions of Babylon in general and Berkeley in particular. Knowing that the Berkeley Branch of the Party is spearheading the community control of police petition that will be voted on in April, the pigs are escalating their efforts to destroy us. Many times the information cadres have sent scurvy inkling pigs back to their pigs because they were misinforming the people about the petition.

We have transformed our struggle to the point where being at one with the people thru programs which meet basic needs, has allowed us to educate the people and raise their level of political consciousness. Once the people see that you truly have their interest at heart, and once the people see that you have a sincere concern for their well being and their survival, they will protect you with their lives -- remember the raid on the New Orleans N.C.C.F. The pigs realize this. They realize that when a vanguard party has the popular support of the people the struggle becomes a popular struggle spear-headed by the vanguard party, and the qualtitative difference resides in the fact that now the Vanguard Party can blend with the people.

As April approaches and the Berkeley Branch becomes more and more of a nerve center for the oppressed Berkeley community in general and community control of police in particular, more drastic measures to snap this nerve center of the people will be implemented by the reactionary forces.

STATEMENT BY THE YOUNG LORDS PARTY

When the Young Lords Party began in July of 1969, we were the New York State chapter of the Young Lords Organization (YLO). The YLO had its National Headquarters In Chicago, which was the place where the Rainbow Coalition was formed. The Rainbow Coalition was the coming-together of the Lords, Panthers, and the Young Patriots Organization, a poor white progressive group.

The main purpose of the Coalition was to show our people how racism keeps us divided, and how we have to work together to defeat the U.S. enemy. From the beginning we were tight with the Black Panther Party, sponsoring rallies and free clothing drives together, coming to each other's aid in times of stress, and informing our communities of the work the other Party was doing. This spirit of revolutionary solidarity continued to strengthed, even after we split from Chicago in May, 1970, to form the Young Lords Party.

Today, we are joined even closer with our sisters and brothers in the Black Panther Party. The Young Lords Party recognizes that Black people have been and are the most oppressed group of people in America. As such, Black people will lead the revolution in the U.S., and the Black Panther Party is at the head of the Black people's struggle. Today, all of the yanqul's forces are being directed at crushing the People's Freedom Movement around the world and in their own country. To withstand this enemy, to defeat this enemy. we must stand more closely united than at any other time. PuertoRicans must realize that our fight is the fight of the Laotions, of the Guineans, of the Native American (Indians), and of Black people living in the U.S.

The best way we can succeed in keeping our people united is by having steady, correct criticism and self-criticism with each other. When we see our brothers and sisters messing up. we must pull them aside and talk about it. This is criticism, and it must be done at once, on the spot, and all the time. When we mess up, we must criticize ourselves to our sisters and brothers, and correct our mistakes, at once. This is the best way to keep differences of opinion (contradictions) among our people at a friendly level (nonantagonistic).

Many people confuse differences of opinion among our people with the differences of opinion between our people and the enemy. With the enemy, differences of opinion are not friendly, but aggressive (antagonistic).

-- The Young Lords Party is saying this at this time, because many people are trying to guess what is happening inside the Black Panther Party. That is none of our business. That is the business of the news media that is the tool of the American government, which is trying to divide the revolutionary forces.

"Are the Panthers doing this?" "Are the Panthers doing that?" Later for all that, now is the time to stand by the Black Panther Party and its leadership.

We want our people to know that in the white radical movement there are many people who never criticized the Panthers, but shut up out of their own guilt and racism. We want our people to know that now these white radicals are talking about the Black Panther Party as though it were some kind of "experiment" and now the "experiment" has failed. When you criticize, it's done because you want to unite the forces; after the criticism, we come out united again. This is "unity, criticism, unity."

But these people have been quiet for over four and a half years, and now they are talking. Now they are predicting doom for the Panthers. Instead of supporting them. Some even are saying that a Black Revolutionary Party has been proven to be a wrong Idea, that having Black people in the leadership of the American Revolution was a wrong idea, and now they are saying we must form parties that include whites in the leadership. These are the same people who said nothing when Fred Hampton was murdered and did nothing in the face of more Panther repression.

This can only be said by opportunists and racists. We condemn such talk, because these people did nothing to deserve the right to speak. Black people will lead America; whites must prove themselves.

Revolutionary parties will always be going through changes. When the Young Lords goes through changes, we don't want people talking about us as if we're dead, we want our people to see us through those changes.

GRAND JURY MEMBERS DENOUNCE GRAND JURY

TO THE HONORABLE, THE SUPERIOR COURT OF THE STATE OF CALIFORNIA IN AND FOR THE COUNTY OF ALAMEDA

In the interest of justice, responsible, and responsive government, we the undersigned members of the 1970 Alameda County Grand Jury, believe it is our duty and responsibility to submit the following report stating our findings based on our past year of service on the Grand Jury:

1. We find that the relationship between the Grand Jury and the District Attorney's office is such that the Grand Jury tends to be little more than a "rubber stamp" and a tool of the District Attorney's office. This relationship develops insidiously from the day of the Jury's empanelment to the day of its dismissal. For example, an attorney from the District Attorney's staff is always present at the Grand Jury meetings. The constant presence of such a person subtly develops a rapport between the majority of the Grand Jurors and the District Attorney's office. As a result the Jurors are influenced by the District Attorney's office in their decision making. This relationship also creates an unwillingness on the part of the Grand Jurors to apply to the District Attorney's office the same kind of investigation, scrutiny, and criticism given to other County departments. As a further example of this, in the one criminal case which involved law enforcement officers as potential defendants, the Grand Jury was not asked to return an Indictment as in all the other criminal cases presented but was Instructed to do what it chose to do in disposition of the matter. The Grand Jury responded by passing a resolution which was not included in the Final Report of the Grand Jury.

As a step to correct this alliance we strongly urge the 1971 Grand Jury, and succeeding Grand Juries, to conduct their meetings without the presence of a representative from the District Attorney's office, except when requested by the Grand Jury to answer some question pertaining to legal matters.

2. We find that the composition of the present and of past Grand Juries does not fairly or adequately represent the population of the County. Specifically, ethnic minorities, the poor, and the young have little. If any, representation. As a result the majority of Grand Jurors display a profound Insensitivity to, and an appalling and abysmal ignorance of the needs, aspirations, and Interests of ethnic minorities, the poor, and the young. Instead, the majority of the composition of the Grand Jury represents the business interests and the conservative element of the County, and is responsive, mainly, to this constituency.

In order to achieve a more representative membership on the Grand Jury and to develop a responsiveness to the needs of the total population of the County, we call upon community groups of ethnic minorities, the poor, and the young to nominate persons to the Superior Court Judges for consideration as potential Grand Jurors. Further, we respectfully call upon the Superior Court Judges to give serious consideration to nominations from such communiry groups, and to diligently seek, on their own, nominations from groups and individuals representing the poor and powerless of the County.

3. We recommend that an official study be made of the entire Grand Jury system in California which would help to determine its relevancy and any necessary improvements in its functions and procedures. In addition, we encourage interested citizens and community groups to make their own studies and to submit their findings to their state legislators.

4. We find that the Santa Rita Rehabilitation Center does not rehabilitate its inmates, but, rather, debilitates, degrades, and dehumanizes them. However, we are also deeply aware that Santa Rita is just a facet of the total prison situation in the state and in the nation. The prison situation in this country is a disgrace and an abomination. Poorly-trained prison personnel, too few and inadequately-staffed rehabilitative programs, inhuman living conditions for inmates, insensitive public officials, and an indifferent public have contributed to the creation of the horrendous prison predicament in Alameda County today. We believe that the power of the people of this county, state, and nation must be called upon to effect necessary prison reforms. We also believe that the voices of the inmates themselves must be listened to and heeded. To this latter end, we unequivocably support, and are in accord with the sentiments of the inmates of Folsom Prison and find that most of their demands should be implemented immediately. We call upon Governor Reagan, the State Department of Corrections, the Adult Authority, prison officials, and all other appropriate governmental bodies and individuals for the immediate implementation of these demands in state prisons, and where applicable, at Santa Rita.

As outgoing members of the Grand Jury. we will be watching the action taken by the County Board of Supervisors regarding the recommendations made to them by the 1970 Grand Jury. Too often in the past the Board of Supervisors has responded to Grand Jury recommendations by referring them to the head of a County department for a perfunctory and grossly inadequate comment, and then has dropped the matter. This insulting and unresponsive procedure cannot continue unchallenged. We will be observing with specific interest the Supervisors' response to recommendations dealing with ethnic minority hiring and promotion in County departments; the reorganization of the Welfare Department; the institution of programs designed to benefit the poor and disadvantaged in the County -- particularly programs in health, welfare, juvenile institutions, and the Sherriff's Department. We will also be extremely concerned about the policy adopted by the board of Supervisors regarding the hiring of ethnic minority contractors in the County.

We will not accept the antiquated and cliched excuses given as to why recommendations surrounding these issues cannot be implemented. We believe that the board of Supervisors and the heads of County departments can find ways and means to implement them if they desire to do so.

Finally, we believe that the issues raised in this report are of almost urgency and importance for the welfare of the County and the well-being of all of its citizens and must be acted upon immediately. Until acted upon, we will do whatever is necessary to keep these, and other issues, before those in the County who are in positions of leadership, authority, responsibility, and power, and before the citizens as a whole.

A THIRST FOR BLOOD

Do you remember Dwight Hyrd? He was murdered on October 12, 1970 by Pigs Winchester and Byrne in cold-blood. We do not know any of bootlicker Winchester's later piggish pursuits; however, racist pig John Byrne has struck again. This time it was 23-year old Roger Allison, of 2441 N, Greaz Street (Philadelphia), a retarded young man who took it upon himself to keep the block be he lives in clean of trash and litter.

Pigs John Byrne and James Hill were driving up the 2400 bleed of Gratz Street when, according to them, they saw a man walking on the sidewalk with a "rifle or shotgun". Actually, it was a carpenter, Roland Thomas, carrying a closetpole for a closet he was installing in a nearby home. One of the pigs called, "Hey you, stop." Thomas was not sure whether they were calling him or not: but the next thing he knew one of the pigs ran past him towards brother Roger Allison, Roger backed out into the street, his hands covering his face. At that point, Richard Allison, Roger's brother, ran out of the house and called to the pigs that Roger was his brother, that he was mentally retarded and not to shoot him. In reply, pig Byrne shot Roger in the stomach with his .357 magnum. As if that were not enough, he shot him again in the neck, after he fell. (The pigs and their news media said that Roger continued to advance after he was shot in the stomach).

According to the FIVE community, witnesses who say this fascist dog attempted murder, Roger was NOT carrying a bottle, let alone menacing the pigs with one, as the pigs said in an attempt to justify their crime. Always acting as the victims of an unprovoked attack, the pigs charged Roger with the very crime they committed -- assault with intent to kill -- and placed guards outside his Temple University Hospital room.

The shooting took place on Monday, February 15, 1971. On Wednesday, approximately 300 angry people from the community descended upon City Hall to demand justice from pig D.A. Arlen Specter. A courtroom was set aside to accomodate the large crowd and there pig Specter immediately set the fascist tone for the meeting by referring to Roger Allison as a "boy". At once. we corrected him about his racist term and witnesses to this act of brutallty gave him a complete account of what happened. When the people asked that pig Byrne be immediately suspended from the pig force and placed under arrest with charges of assault with intent to kill or attempted murder, pig Specter oinked to the people that nothing would be done until an "investigation" was made. Even after the people pointed out the obvious contradiction in the fact that Roger was shot and criminally charged without any "investigation", Spactor still refused to do anything until an "investigation" was made. The father of Billy Fitsimmon (a white youth murdred by pigs in December 1970) blew that away when he angrily told Specter that the D.A.'s office had been "investigating" the cold-blooded murder of his son for two months, and still nothing had been done. It was clear to the people that justice would not be done when a brother stood up and said, "We demand...." and Specter arrogantly out him off with, "I'm not interested in your demands," A petition is being circulated in the community demanding that pig Byrne and pig Hill be suspended from the pig force and arrested.

If pig Bryne had been brought to justice after he and pig Winchester murdered Dwight Bryd last October. Roger Allison would not be lying paralyzed from the neck down in a hospital today. The pigs will not bring justice to pig Bryne and the other uniformed murderers who patrol our streets as an occupying army. The people must set up their own machinery as an alternative to the non-functional machinary of the pigs. The Phileadelphia branch of the Black Panther Party in a press conference with the Black Economic Development Conference and the Council of Organizations for Philadelphia Police Accountability and responsibility (COPPAR) on Thursday, February 18th, pledged ourselves to self-defense of the Black community and made known that people's arrests of murdering pigs would take place, that people's tribunals would be held to determine their guilt and, if guilty, the pigs would be executed. This is the only way we can insure the survival of the peace-loving people of our Black communities.

PIGS SEARCH AND DESTROY IN WASHINGTON, D.C.

In their day-to-day repression, oppression and general killing of Black people in Babylon, the pigs utilize various methods and means under the guise of law and order. Early on Tuesday, January 26, 1971 the pigs once again exposed their foul, sadistic, and evil nature. Here in the fascist capitol of the Babylonian Empire, a raid was conducted in the 1100 block of 6th the Street, Northwest Washington, D.C. under the pretext of searching for "stolen meat."

Mrs. Alexander, who lives at the above address with her family, is the latest to feel the boot of oppression at the hands of the local gestapo. Two members of the Washington, D.C. Chapter of the Black Panther Party investigated the incident as related by Mrs. Alexander, Mr. Alexander, their son Eugene and another witness of the incident. The entire fascist operation went down as follows:

Early on the morning of Tuesday, Jan. 26., a meat truck from the Safeway Food Market parked in front of Mrs. Alexander's doors, Mrs. Alexander was doing daily house chores and talking to Mr. Alexander, who was preparing to go to work. She finished combing some community children's hair and sat down. Two carsfrom the D.C. pig department pulled up and put the pre-planned fascist operation into practice. A pig went to her door and said, "Where's the meat ?" He went on to say that someone from the community had told him some meat was stolen from a Safeway truck and the two men who allegedly did this went into Mrs. Alexander's home. The entire house was held captive (no one could go out or come in) for 3 hours, until a search warrant was issued for the building had been surrounded.

When the warrant was finally issued, the search and destroy mission went into effect, Eleven of D.C.'s foulest went into Mrs. Alexander's home and overturned tables, went into personal pocket -- books and suitcases. Mrs. Alexander continuously stated she knew nothing about the stolen meat and saw no one enter or leave her apartment besides the community children. The pigs then contacted two other pigs from the Narcotics Squad. These buffoons seized some plastic kitchen spoons, and said this was evidence of dope activity.

Finally after finding no meat, the pigs asked: "Where's the gun?" Mrs. Alexander not only did not understand the question, but was being asked this question at the points of their guns. Then they invaded another room and pointed their guns at Brother Eugene Alexander and his company. Although the warrant had only been valid for the basement, these invaders even searched the roof and dragged trash from the roof into the Alexander's personal bathtub. They even went into the refrigerator, putting their hands on personal food, and when Mrs. Alexander asked them to remove their hands from her food, she was flatly refused.

Because of the St. Valentine Day Massacre of February 14, 1929, in which outlaws donned the uniforms of Policemen, posed as such, and thereby gained entrance to locked doors... prudence would dictate that one should be alert when opening one's door to strangers, late at night. In the wee hours of the morning -- even when these strangers wear the uniform of policemen. History teaches us that the man in uniform may or may not be a policemen authorized to enter the homes of people." AN ATTACK ON AMERICA'S NUMBER ONE SYMBOL OF FASCISM

Early Monday morning, March 1st, an explosion rocked the United States Capitol building, ripping doors from their hinges and knocking plaster from the ceiling and walls. As U.S. fascism rises to a new strategem in Indochina, under the direction of Richard Nixon, so does the war come closer to home.

According to the pigs media, telephone calls were received, warning of the impending explosion as a move to put an end to the war in Southeast Asia. And to further illustrate the over-whelming dissatisfaction, of the American people on a recent tour he took, just before the bombing, through what is considered rightist, conservative territory-lowa-he (Nixon) was greeted with rock-and-bottle-throwing demonstrators.

In a statement issued aboard his private aircraft, Nixon termed the bombing of the Capitol building a "shocking act of violence which will outrage all Americans." This statement makes it very clear that pig Nixon is attempting to create, to an even greater degree, the same kind of anti-Communist, anti-Black, anti-Youth hysteria that prevailed in Nazi Germany in 1933.

FREE KATHLEEN CLEAVER AND ALL POLITICAL PRISONERS

FREE KATHLEEN CLEAVER

Kathleen Cleaver, the Communications Secretary of the Black Panther Party, it unable to come to the U.S. to speak on March 5th at the Oakland Auditorium in behalf of our incarcerated Chairman, Bobby Seale and in behalf of Ericka Huggins, who are on trial for their lives. Some months ago, she had agreed to return to the Empire, having been away for quite a while, to speak that Revelutionary Intercommunal Day of Solidarity for Chairman Bobby Seale and Ericks Huggins. But we did not hear from Kathleen again. We would call and her husband, Eldridge Cleaver, would always talk for her, indicating and finally saying that she would not come to speak for the Chairman. He would tell us that he was not going to send her. Kathleen is a member of the Central Committee of the Black Panther Party, yet we were told that beyond all else her husband would not let her out of the house. In other words, she was "his woman" first, and if that conflicted with her work as a revolutionary, then his chaucinist rule would take a primary position over that. Even to the point of stopping the progress of our glorious struggle.

I was not surprised, however, for it was not so long ago that I spoke with Kathleen in person, and, began to get a complete picture of what kind of terror under which she had been living and suffering during the past two years that she has been away from the U.S.

During July and August of last year, I was in the Democratic Peoples Republic of Korea, as a member of a group which came to be known as the Anti-Imperialist Delegation. (I should point out that of the eleven delegation members Eldridge Cleaver chose, I was the only black woman.) White in the Democratic Peoples Republic of Korea (DPRK), Kathleen and I had whispered conversations regarding the dilemma in which she had found herself over these years.

In listening to it all, the main point Kathleen mode was that although Eldridge Cleaver publicity stated opposition to make chourminsm, her life with him had been a testimony of the contradictory nature of this statement. What it all amounted to was that Eldridge wanted her as his woman -- wife, mother, maybe secretary -- wanted her support, but did not want her to either be another man's woman, nor a revolutionary. In these clandestine (sacret) meetings, Kathleen -- most of the time literally in tears -- would, in the relief of being able to finally tell it, tell me ancedotes of what he had done to keep her his virtual prisoner.

I remember one incident she described, in particular, that occurred right after she first arrived in Algiers, and had just had their first baby (Antonio Maceo). She had just gotten back from the hospital and asked where Eldridge was, (They were living in a small hotel at the time.) She found he was in another room of the hotel with another woman. She managed to get up and go downstairs to that room. After knocking on the door for a while, Eldridge answered -- speaking through the closed door. He asked what she wanted. She told him she wanted him to get something for the baby. He bellitgerenily told her to go away -- which she did. Later on that day, while she was in the process of breast feeding their new-born son, he stormed into the room and knocked her around severly for having interfered with what he had been doing.

This kind of incident become more and more common over the months that followed, causing her anxieties and fear of him to intensify to the severe degree they had reached when I finally saw Kathleen in Korea.

Their life together personified the double-standard, manifested to the highest degree: A man can run from woman to woman: but a woman must be his and his alone. Every progressive and thinking person knows the ridiculousness of this attitude, particularly in the context of the revolutionary struggle to which we are all supposed to be committed. And because of the practical example of living with the Champion of Male chaunmism, Kathleen began to respond by more clearly understanding and speaking out on the particular issue of liberation of women as an important part of the revolutionary struggle. She wrote several articles for our Party paper. And she would give these articles to Eldridge to mail for her. When none of the articles appeared, Eldridge explained, lied that the staff of the Party's paper just had not decided to pries them. Later she found all of these articles in one of his desk drawers, having sever been mailed.

Even when I was there, she was still soliciting him to mail her articles. He would only laugh. One evening, while I was in Korea, Kathleen sent me a rare copy of Kim Song Ae's (the wife of Kim II Sung, the respected and beloved leader of the Korean People) book regarding the women's struggle in Korea. (She and I were living in separate quarters.) When I received the book, it was wrapped up. When Eldridge found Kathleen had sent such a book to me, he grabbed the book and refused to let me have it. He explained that Kathleen was going crazy and that I shouldn't let her influence me.

So we held our conversation to whispers and clandestine discussion, Kathleen explained at another time that although Eldridge said he had sent her to Korea to maintain our solidarity with the courageous Korean people and because they would take good care of her during her second pregnancy, that, in fact, Eldridge save himself as using the Korean People to get rid of Kathleen for a while, so he could have his new "woman" without interference. This new woman, an 18-year old girl named Malika (see picture), had threatend to leave Eldridge as long as Kathleen was around. So he manipulated as many people as possible, and Kathleen stayed in Korea for several months.

When he did finally join her in Korea (during the Delegation tour), he constantly harassed her with the statement that the baby she was carrying was not his. In her pregnant state, and with everything else, this remark had a devastating effect. And finally, the day after Kathleen had the baby, we (Eldridge and myself) went to the hospital to visit her. And, at that time he repeated somewhat what he had done when she had had their first baby. He stapped her there in the hospital bed, told her he was leaving her, that she was no longer his wife and that he was returning to Algiers and Malika, and leaving her in Korea indefinately. I again watched Kathleen suffer through another torment. However, because of her devotion to the Party, she refused to make any overt attempts to leave and return to the U.S. to bring charges against him to the Party's Central Committee.

About a month after I returned to the U.S., Kathleen did finally get to Algiers. But since that time, she has not been able to make any moves. I spoke with her for the last time in October of 1970. She had called to say that she wanted to send a message about Ericka Huggins to the People for a November 3rd rally in New Haven. I asked her to try and come back for that rally, for the People would like to see her. She told me that was "easier said than done". For, she said, "that man will never let me go." That was the last time I spoke with her.

And now she is locked up there in Algiers with him. Forced to stay there and accept whatever is mailed out to her, for fear of her very life. In fact, when I last saw Eldridge, he was laughing about how "we busy people here" (Algiers). He was referring to a brother he had in fact murdered in Algiers. As many beatings and as much suffering that Kathleen endured from Eldridge, she had finally been able to break away, steel away, and make contact with another man. She had wanted to do this all along. She had never been narrow in her approach, for just as Eldridge had had many women with whom he had relationships, she, like him, also wanted relationships with other men. This is only natural, reasonable. Only she was always blocked in this area. That is, what was all right for him was not all right for her. But she finally did manage to slip in a moment in which she too could have freedom of choice.

She began relating to a brother who had just -- at that time -- come to Algiers. His name was Rahim (Clinton Smith). He and a brother named Byron Booth had escaped from the California State Penitentiary at China. They had hijacked a plane to Cuba, where they had met Eldridge. All of them went to Algiers. And there Kathleen and Rahim met.

In an act exemplifying the true nature of a chauvinist, a combination of cowardly terror and an inferiority complex, Eldridge snatched even this from Kathleen. He killed -- which act he could never seem to be able to commit against any of the People's appressors -- killed this brother, Rahim. He murdered him and buried his body right in Algiers, because Kathleen had done only once what he had made an integral part of their relationship.

Of course, the chauvinist behavior he exhibited and the resulting murder of Rahim was endorsed by the Algerian government of Howari Boumedienne, who himself being an extreme chauvinist and oppurtionist, gave Eldridge the plot of ground in which to bury Rahim; and Boumedienne kept it quiet for him. Yasir Arafat and Al Fatah might accept this, but we know that Dr. George Habash of the Popular Front for the Liberation of Palestine would never accept this. The Democratic Peoples Republic of Korea, the Democratic Republic of Vietnam and the Republic of China would never have tolerated this kind of behavior. And the government of Albania will not tolerate this, although Eldridge Cleaver has intentions and has made plans to leave Algiers in the near future to try to establish himself there. And the Cubans did not tolerate his infantile leftism and reactionary chauvinism, for they put him out of the country for which they had fought so hard, shortly after he arrived.

Because of what I witnessed, I am truly afraid for Kathleen Cleaver's life. Eldridge has sent out statements about his and the other two "Central Committee" members', in Algeria, decisions. But no one has heard directly from Kathleen. We know her to be imprisoned there in Algeria, held against her will. Even though, if Kathleen is allowed to speak for herself, she will probably support the savings of her personal, mad oppressor. We know that to speak otherwise at this time would be a death warried for her. So we will understand.

LETTER FROM KATHLEEN CLEAVER TO ERICKA HUGGINS

October 24, 1970

Dear Ericka,

You can understand why it has taken so long for this letter to reach you, for the communication among Political Prisoners -- all of us incarcerated in misery by the bars of fascism -- is stifled on the inter-personal, inter-family, inter-state, inter-national, and inter-communal level. Regardless, we share the same aspirations and struggles to create communal solutions.

I always think of the pain you feel at being torn asunder from Mai, whom I only met once when she was but a few days old. But she was a beautiful and healthy child at that time, being the daughter of you and Jon, and I know she is even unimaginably beautiful and healthy now. As well as thousands of other people, the picture of you standing in front of the New Haven courthouse with clenched fist raised, shouting "Free Huey", gives me new encouragement to persist and perform even more powerfully every time I see it and think of you now.

I love you, Ericka, as all revolutionary sisters and brothers must, and we cannot allow you to endure this torture much longer. The respect and admiration that is in the hearts of the people for your resistance and beauty is boundless.

Here in Algiers, we have gained the confidence and co-operation of the most deadly enemies of our racist, imperialist bestial slave masters, and have joined our forces into a common struggle.

Our revolutionary sisters in Asia, Africa, and Latin America -- the hinter lands of the American Empire -- are enduring parallel conditions for parallel reasons, and our numbers and fortitude increase daily. All over the world, it is known that we, the people, shall triumph in America. Your courage in the cage of death enables us all to have greater strength, and your heroism is what will bring the oppressed people of the whole world the salvation of liberation and the peace of self-determination and the brotherhood of mankind.

The liberation of the black community, specifically, means the harnessing of the united men, women, and children into one harmonious and creative social unit in order that our lives may cease to be a living death and our deaths may cease to be a living shame.

Only revolutionaries will step forward in the name of the people to create the conditions whereby the people and masses can gnite and fight for these goals. Because you are a revolutionary, you know that sacrifice is the essence of love, and love is the essence of victory. As long as we retain our love -- for each other, our families, our Party, our People, and our justice -- we shall never be defeated. Love is all that enables our people to survive the agonies of chattel slavery, slave-catching war, and all its subsequent elaborations that brought American Imperialism into being. By translating that Power into the ideological and human machinery, the political and practical apparatus, capable of bringing our basic needs and desires into being, as Huey P. Newton and Bobby Seale have done, we guarantee the future security, peace, and happiness to our children. It is they who shall finally gather and enjoy the fruits of our labor that has maintained for centuries human life and civilization on the planet earth.

We shall meet again soon.

As can be seen from the following reports, the people of the communities of the world are aware of what is occurring in the community of North America, even though the establishment media tries to mislead them.

Not only are they aware, but they have decided in the true spirit of revolutionary intercommunalism to speed up the process of having our communities no longer existing as dispersed communities under seige, but to form one world liberated community.

Their first move in this direction is their realization of the importance of the Vanguard of the American Revolution, the Black Panther Party, and therefore understanding the importance of saving Chairman Bobby Seale from the electric chair.

March 5th, 1971, has been declared Revolutionary Intercommunal Day of Solidarity for Chairman Bobby Seale, Demonstrations and manifestations will be held in Germany, England, Belgium, Italy, France, Denmark, Sweden and the Netherlands. In those communities where the people are engaged in active warfare their support will be in different forms.

American imperialism no longer has anywhere to run or anywhere to hide. Its true aggressive, vulturistic and barbaric nature has become known to everyone on the planet earth, whether they be in liberated communities or communities under seige.

The farcical trial that exists in New Haven, Connecticut, where Chairman Bobby Seale and Sister Ericka Huggins are being tried for murder must not be allowed to continue.

If the rest of the communities of the world can recognize their responsibility, why can't we here do the same. The Black Panther Party says Chairman Bobby Seale and Sister Ericka Huggins will not go to the electric chair. They will and must be freed to take their rightful place in the community where they belong. However, we need the support of the masses of the people. You are also on trial for your lives, your children's future, the future of all mankind.

BOBBY SEALE AWARDED DANISH HIGH SCHOOL PEACE PRIZE

The Danish High School Association, an organization of 32,000 students elected Bobby Seale, Chairman of the Black Panther Party to receive their Peace Prize for 1970. The reasons given for having chosen Chairman Bobby were both political and humanistic. Having seen and heard Chairman Bobby Seale in Denmark, the Danish students had an opportunity to learn something of the oppression, exploitation, racism and fascism that exist in the U.S.A.

The following are excerpts from their declaration:

"By demanding the release of the political prisoner, Bobby Seale, we refuse to accept the way the so-called democratic governments treat the minorities whose right it is to fight for freedom, and whose lives are supposedly guaranteed by independence declarations and constitutions.

"Bobby Seale is elected because his situation is typical of one who lives in a country whose constitution is supposedly ideal for all societies in the "free world." He is an example of all peoples fighting for their rights and a decent life…we fully endorse "Free Bobby." The money given with this prize should be used by Bobby as he sees fit. We look upon his trial as a showcourt and realize that it is impossible for him to receive a fair trial.

We intend to ask the Danish -- T.V. in the U.S.A. to keep us informed with up-to-date information on this case.

Preparations have started for the organizing of the Bobby Seale Intercommunal Tribunal which will be held in Stockholm, Sweden in the latter part of March. The exact date will be announced in the near future.

The primary reason for this tribunal will be to expose to the world the U.S. government's attempt to legally murder Chairman Bobby Seale. At the same time nomonias against American barbaric and criminal activities throughout the world will be heard.

Writers, scientists, attorneys of political prisoners in Europe, in particular Spain, Greece, Portugal, France and Italy will take part.

Representatives from liberation fronts of the oppressed communities of the world will also testify against the direct or indirect effect of American imperialism on their just struggles for liberation.

American imperialism will be exposed for what it is -- the No. I oppressor of all mankind on the planet earth.

ALBANIAN DELEGATION IN U.N. CONDEMNS RACISM IN U.S.

Speaking at the Third Committee of the U.N. on October 28, the Albanian Representative, Sokrat Plaka, branded American imperialism as "the principal bastion of racism in the world."

He pointed out that in the U.S. itself there is a typical regime of racial, economic and political oppression. The ruling class of the U.S. is pursuing a policy of barbarous repression against the Black Americans which even reaches the level of monstrous massacres. Many of the leaders of the Black movements have been crudely murdered during the past year.

Plaka pointed out that the Black Americans are deprived of the most elementary social, economic and political rights. They suffer from unemployment much worse than the White workers. Segregation in education still predominates. And this situation also applies to the Mexican-Americans, the Puerto Ricans, the American Indians, etc.

The peoples of color of the U.S. have learned, he said, that racial discrimination cannot be eliminated by hypocritical promises and "laws" proposed by the American imperialists. They realize that the only road to follow to realize their legitimate rights is resolute struggle without compromise against American imperialism which is the stronghold of racism and economic and political exploitation.

This approach has been demonstrated by the courageous and vigorous struggles of the Black Americans during these past years, struggles which have become an important part of the general American mass movement against "the establishment", a movement which reached its heights in the protest against the invasion of Cambodia.

The Albanian Representative also condemned the social, political and economic oppresion of the people of South Africa, Southern Rhodesia, the Portugese colonies, etc. He pointed out that the basis of this oppression and exploitation is the fabulous profits of the international monopolies. That is why the imperialists countries resist every effort in the U.N. to combat racism, and why all the resolutions and treaties on this subject have remained "dead letters."

The U.S. and their partners in NATO, he said, are giving all the economic, political and military support which they need to the racist cliques in Southern Africa with which to oppress the African people.

Plaka pledged full solidarity and support by the Albanian people to all the peoples fighting for their national and social liberation, mentioning the peoples of South Africa, Mozambique, Angola, Southern Rhodesia, and especially the Arab people of Palestine who have been fighting for 22 years against imperialism and Zionism. These people have taken up arms and are carrying out a staunch fight against colonial and racist domination, and this will guarantee their final victory.

He also condemned the Soviet social imperialists who constantly propagate their policy of "non-violence" and their so-called "peaceful co-existence" between the oppressors and the oppressed, between the aggressors and their victims. These social-imperialists have made common cause with the American imperialists to snuff out the struggles for national and social liberation of the peoples, in line with their global strategy of world domination and division of spheres of influence.

The U.S. and the U.S.S.R., he said, have been using the U.N. as a market place for political horse-trading and counter-revolutionary plots. It is necessary to throw off the domination of these two super-powers over the U.N.

THE 9MM FN BROWNING HIGH POWER PISTOL

The FN Browning High Power is one of the most extensively used military pistols in the world today. It is widely distributed as a commercial weapon. This pistol was the last developed by John Browning and first appeared in prototype form in 1926. It was introduced to the market in 1935 in two forms: an "Ordinary Model" with fixed sights and an "Adjustable Rear Sight Model" which had a tangent-type rear sight graduated to 500 meters and had a slotted grip for attachment of a wooden shoulder stock. This shoulder stock is attached to a leather holster in contrast to the all wooden shoulder-stock holsters made for the Canadian made FN Browning pistols No. 1 mark 1 and No. 1* during World War II. The High Power, which is called the G.P. (Grande Puissance) in Belgium, uses the Browning Colt parallel ruler system of locking but is considerably simplified in many ways in comparison with the U.S. caliber .45 Model 1911.

The High Power has been or is being used as a service pistol by Belgium, Lithuania, Denmark, the Netherlands, Nationalist China, Canada, the United Kingdon, Rumania and other countries. It was manufactured by the John Inglis Company of Toronto, Ontario during World War II. (For further information see under Canada.) Large quantities were manufactured for the Germans during the occupation of Belgium; the High Power was used as a first-line weapon by the Germans because of its caliber, 9mm Parabellum. The pistol in commercial form is distributed in the U.S. by the Browning Arms Co. of St. Louis.

The commercial model Browning Hi-Power is of considerably better finish than models manufactured for military use -- especially better than those made during the German occupation of Belgium. While the Hi-Power as made for the Germans, easily recognizable by the Waffen Amt eagle and swastika stamps on slide and receiver, is of interest to collectors, it should be avoided by those who wish a well-made specimen.

Netherlands: Pistool, 9mm Browning, FN, GP.

Pull slide back and push thumb safety up into the second notch.

Press magazine catch and withdraw magazine.

Push pin from right side of receiver and lift out the pin and slide stop unit.

Holding firmly to the slide, depress the safety catch and permit the slide assembly to go forward and off the receiver runners.

Holding slide assembly upside down, pull recoil spring toward the muzzle and lift it out of engagement. Remove it and the spring.

Remove barrel from rear of slide.

Caliber: 9mm Parabellum.

System of operation: recoil, semiautomatic.

Magazine: Box type, double line staggered. Capacity 13 cartridges.

Muzzle velocity: 1040 to 1500 feet per second depending on type and manufacture of ammunition.

CAUTION, Many of these pistols made for the Germans in World War II had the magazine safety removed.

What We Want
What We Believe

1. We want freedom. We want power to determine the destiny of our Black Community.

We believe that black people will not be free until we are able to determine our destiny.

2. We want full employment for our people.

We believe that the federal government is responsible and obligated to give every man employment or a guaranteed income. We believe that if the white American businessmen will not give full employment then the means of production should be taken from the businessmen and placed in the community so that the people of the community can organize and employ all of its people and give a high standard of living.

3. We want an end to the robbery by the CAPITALIST of our Black Community.

We believe that this racist government has robbed us and now we are demanding the overdue debt of forty acres and two mules. Forty acres and two mules was promised 100 years ago as restitution for slave labor and mass murder of black people. We will accept the payment in currency which will be distributed to our many communities. The Germans are now aiding the Jews in Israel for the genocide of the Jewish people. The Germans murdered six million Jews. The American racist has taken part in the slaughter of over fifty million black people: therefore, we feel that this is a modest demand that we make.

4. We want decent housing, fit for shelter of human beings.

We believe that if the white landlords will not give decent housing to our black community, then the housing and the land should be made into cooperatives so that our community, with government aid, can build and make decent housing for its people.

5. We want education for our people that exposes the true nature of this decadent American society. We want education that teaches us our true history and our role in the present-day society.

We believe in an educational system that will give to our people a knowledge of self. If a man does not have knowledge of himself and his position in society and the world, then he has little chance to relate to anything else.

6. We want all black men to be exempt from military service.

We believe that Black people should not be forced to fight in the military service to defend a racist government that does not protect us. We will not fight and kill other people of color in the world who, like black people, are being victimized by the white racist government of America. We will protect ourselves from the force and violence of the racist police and the racist military, by whatever means necessary.

7. We want an immediate end to POLICE BRUTALITY and MURDER of black people.

We believe we can end police brutality in our black community by organizing black self-defense groups that are dedicated to defending our black community from racist police oppression and brutality. The Second Amendment to the Constitution of the United States gives a right to bear arms. We therefore believe that all black people should arm themselves for self-defense.

8. We want freedom for all black men held in federal, state, county and city prisons and jails.

We believe that all, black people should be released from the many jails and prisons because they have not received a fair and impartial trial.

9. We want all black people when brought to trial to be tried in court by a jury of their peer group or people from their black communities, as defined by the Constitution of the United States.

We believe that the courts should follow the United States Constitution so that black people will receive fair trails. The 14th Amendment of the U.S. Constitution gives a man a right to be tried by his peer group. A peer is a person from a similar economic, social, religious, geographical, environmental, historical and racial background. To do this the court will be forced to select a jury from the black community from which the black defendant came. We have been, and are being tried by all-white juries that have no understanding of the "average reasoning man" of the black community.

10. We want land, bread, housing, education, clothing, justice and peace. And as our major political objective, a United Nations-supervised plebiscite to be held throughout the black colony in which only black colonial subjects will be allowed to participate, for the purpose of determining the will of black people as to their national destiny.

When, in the course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume, among the powers of the earth, the separate and equal station to which the laws of nature and nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness. That, to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed; that, whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute a new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness. Prudence, indeed, will dictate that governments long established should not be changed for light and transient causes; and, accordingly, all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But, when a long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.

RULES OF THE BLACK PANTHER PARTY

Every member of the BLACK PANTHER PARTY throughout this country of racist America must abide by these rules as functional members of this Party. CENTRAL COMMITTEE members, CENTRAL STAFFS, and LOCAL STAFFS, including all captains subordinate to either central, state, and local Leadership of the BLACK PANTHER PARTY will enforce these rules. Length of suspension or other disciplinary action necessary for violation of these rules will depend on central, state or state area, and local committees and staffs where said rule or rules of the BLACK PANTHER PARTY WERE VIOLATED.

Every member of the Party must know these verbatim by heart. And apply them daily. Each member must report any violation of these rules to their leadership or they are counter-revolutionary are also subjected to suspension by the BLACK PANTHER PARTY.

THE RULES ARE:

1. No Party member can have narcotics or wood in his possession while doing Party work.

2. Any Party member found shooting narcotics will be expelled from this Party.

3. No Party member can be DRUNK while doing daily Party work.

4. No Party member will violate rules relating to office work, general meetings of the BLACK PANTHER PARTY, and meetings of the BLACK PANTHER PARTY ANYWHERE.

5. No Party member will USE, POINT, or FIRE a weapon of any kind unnecessarily or accidentaly at anyone.

6. No Party member can join any other army force other than the BLACK LIBERATION ARMY.

7. No Party member can have a weapon in his possession while DRUNK or loaded of narcotis or weed.

8. No Party member will commit any crime against other Party members or Black people at all, and cannot steal or take from the people, not even a needle or a piece of thread.

9. When arrested BLACK PANTHER MEMBERS will give only name, address, and will sign nothing. Legal first aid must be understood by all Party members.

10. The Ten Point Platform and Program of the BLACK PANTHER PARTY must be known and understood by each Party member.

11. Party Communications must be Central and Local.

12. The 10-10-10-program should be known by all members and also understood by all members.

13. All Finance officers will operate under the jurisdiction of the Ministry of Finance.

14. Each person will submit a report of daily work.

15. Each Sub-Section Leader, Section Leader. Lieutenant, and Captain must submit Daily reports of work.

16. All Panthers must learn to operate and service weapons correctly.

17. All Leadership personnel who expel a member must submit this information to the Editor of the Newspaper so that it will be published in the paper and will be known by all Chapters and Branches.

18. Political Education Classes are mandatory for general membership.

19. Only office personnel assigned to respective offices each day should be there. All others are to sell papers and do Political work out in the community, including Captains, Section Leaders, etc.

20. COMMUNICATIONS -- all Chapters must submit weekly reports in writing to the Central Headquarters.

21. All Branches must implement First Aid and/or Medical Cadres.

22. All Chapters. Branches, and components of the BLACK PANTHER PARTY must submit a monthly Financial Report to the Ministry of Finance, and also the Central Committee.

23. Everyone in a leadership position must read no less than two hours per day to keep abreast of the changing political situation.

24. No Chapter or Branch shall accept grants, poverty funds, money or any other aid from any government agency without contacting the Central Headquarters.

25 All Chapters must adhere to the policy and the ideology laid down by the CENTRAL COMMITTEE of the BLACK PANTHER PARTY.

26. All Branches must submit weekly reports in writing to their respective Chapters.
