L. A. OPPRESSION

For the first time since our office has been active, the F-troop fascists of Los Angeles made an attempt to vamp on the Southern California Chapter's Central Headquarters. On Wednesday, November 12th, the L.A. pig department under the direction of those fascist storm-troopers (otherwise known as metro squad) attempted to launch an attack.

Metro squad has finally plucked up the courage, formerly their raids consisted of attacks on our breakfast programs, (both the Watts and West-side breakfasts) many times. They have forced children from the breakfast at gunpoint on many occasions. Tired of attacking the youth, they decided to take an example from the Berkeley pigs and coordinate a raid on our Central Headquarters.

At 5:30 p.m., approximately 75 pigs or 35 units converged on our office, surrounding the building. At this time about 50 persons were in our office, including 15 women, 5 children and 2 small babies. Nurses and doctors were present to finalize plans for the soon to be opened Bunchy Carter Free Clinic. A lawyer was present taking affidavits of prior pig harassment for our federal lawsuit. Also there were people from the community present.

The fascist dogs then vacillated nervously about the front of the office looking for a pretext to attack. They finally came up with the story that they were looking for two "suspected traffic warrant" violators who they thought had run into our office. They refused to identify the supposed "suspects" because they couldn't. The lawyer present got an on-the-spot example of the repression brought down on the Party. The pigs didn't give two fascist f -- ks and told the lawyer as much when they refused to talk to him.

Just as the pigs were ready to launch their attack, the media arrived to cover the event. Also, by this time about two hundred people from the community were amassed outside the office. The people refused to leave when ordered to do so, as they were receiving an object lesson in open fascism, complete with storm-troopers running amuck.

The chief fascist pig-in-charge who was coordinating and directing the attack, quickly calculated the political economy of the situation and called for his F-troops to retreat. He realized that the masses who were observing and the millions who could be reached through the media present would see FASCISM all too clearly. The people's indignation and wrath heightened even more as they observed the women and children being evacuated from the office.

After the fascist pigs goose-stepped to their cars and retreated the masses and the media came into the office and discussed what they had seen and learned. We issued a press statement to the media in which we demanded that the media take their responsibility to spread the truth. As our Minister of Information, Eldridge Cleaver states, regarding the job of the journalist "is to expose the system of capitalist exploitation fascist repression, and imperialist aggression", and "to attack the enemy with every turn of a phrase, and to give meaning to the old saying that the pen is mightier than the sword or else threw down the pen and pick up the sword."

L.A. OPENS FIRST COMMUNITY CENTER

In accordance with the concept of Community Centers as laid down in our Chairman's message, the L.A. Branch has opened its first Community Center. The centers are designed to bring us closer with the people and to more effectively meet the needs and desires of the people. Our neighbors are as enthusiastic as we are about the center and when asked what they thought of having the Black Panther Party as neighbors, they said, "Right On."

Los Angeles' first Community Center is named after Toure, a diligent servant of the people who was brutally murdered by the fascist metro-squad. October 18, 1969. Toure was enthusiastic about the center because he saw it not as a Panther House, but the People's House. The Walter "Toure" Pope Community Center has been open for two weeks. It is the site of the third Free Breakfast for Children Program in Los Angeles. The people have also been attending P.E. classes and making use of the information center.

Saturday, November 15, fortyfive G.I.'s from Camp Pendleton came to have breakfast with the children from our Breakfast Program and the people in the community and to discuss the war of aggression both here in Babylon and abroad. Over 150 people from the community were present. Our neighbors helped us prepare and set up the breakfast. Also, Booker White, was present, having read the advertisement about the breakfast with the G.I.'s. He came down from Camp Pendleton with the G.I.'s because he said, "I want to sing for the people and the children". Booker, one of the few remaining Black folksingers in the country sang and accompanied himself on the guitar for the people. By the time the G.I.'s left, they had voiced support of the Party and its programs in theory as well as in practice -- leaving a $70 donation for the Breakfast Program, planning to return whenever any of them gets a weekend pass. We invited them to spend any weekend with us as did the neighbors from the community. Several of them also made commitments to help our Liberation School on Saturdays. And all recognized that the wars of aggression in Vietnam and the Black Colony were the same -- wars of aggression with occupation by foreign troops.

As you can see, the center is affording us even more opportunities to provide service to the people. And it also gives them more concrete examples of how to overcome this racist-capitalist-imperialist system.

PANTHER POLITICAL PRISONERS FOR U.S. PRISONERS OF WAR

What is an American pilot worth? Would the U. S. Government be willing to free one Black man for the freedom of one of its pilots?… Maybe for a dozen of its pilots?

Recently, North Vietnam let it be known that it would free an unspecified number of American prisoners of war in exchange for the freedom of Huey P. Newton, Minister of Defense, and Bobby Seale, Chairman of the Black Panther Party. As yet, the U.S. Government has seen fit to ignore the offer. However, in past years the U. S. has released prisoners serving long penitentiary sentences in exchange for Americans imprisoned in other countries. Why should it stall on the exchange of Black Panther political prisoners for American prisoners of war?

VIETNAM AND THE AMERICAN GHETTO

Just as occupied Vietnam is ruled by outsiders, the American Black ghetto is ruled from the outside. Outsiders conscript the Black man to fight their wars, use the Black man's labor on their own terms, police the Black man according to their own interests, use their judges and court system to prosecute and imprison him, educate his children according to their cultural norms, and try to buy off their leaders with Black capitalism. And just as the Vietnamese are determined to end Western occupation and exploitation of Vietnam, and increasing number of Black people in America are determined to end the occupation and exploitation of the ghetto.

In their struggle for self-rule of Black communities, over 25 Panthers have been killed and over 200 imprisoned. A systematic, nationwide effort has been launched by law enforcement agencies -- reinforced by hired Black counter-revolutionaries, KKK, assassins, Minutemen, and off-duty policemen -- to destroy the Panther leadership and smash their facilities. Undeclared war is being waged against liberation movements both in Vietnam and in the American ghetto.

FREEDOM FOR POLITICAL PRISONERS

The Vietnamese people have shown a deep internationalism and humanitarianism through several releases of American service men. There releases have been unilateral good-will gestures to the American people who oppose the war. Why would they be willing to make the proposed prisoner exchange?

The liberation movement is one struggle of people everywhere who are determined to be free of foreign domination. The Vietnamese understand this, and they also know the value of a man -- Vietnamese or American -- who has decided that he and his people must be free.

The Vietnamese people understand Huey Newton leading the struggle of Black people in Oakland against the oppressive government of Oakland. That is why the Vietnamese have agreed to exchange American war prisoners for Huey.

The Vietnamese understand Bobby Seale, gagged and chained in a Chicago courtroom imprisoned for showing his contempt for American courts which make a mockery of justice for political prisoners. Black or White. Bobby Seale is a political prisoner because he was active in organizing demonstrations and protest against the Vietnam war and because he was active in demanding community control of police.

SUPPORT PROPOSED PRISONER EXCHANGE

All people interested in freedom for all Americans who are now prisoners of war in Vietnam, people interested in the right of political dissent, people interested in freedom for political prisoners should demand that the U.S. government accept the Vietnamese proposal for the exchange of prisoners.

BOBBY SEALE MESSAGE TO WASHINGTON D.C.

This is Bobby Seale, Thursday, here at the San Francisco County Jail, and greetings to everybody gathered here in Washington D.C. It is a fact and it is necessary that the people here understand that seeing imperialism 10,000 miles away. And demanding an end to imperialism 10,000 miles away is not the crux of the problem, but in fact the people are going to have to see the whole. All progressive forces, and the Peace Movement must see the necessity of demanding an end to domestic imperialism which is fascism right here at home in America today. It's necessary for people to understand that Black, Brown and oppressed peoples of America must be relieved, must be free from brutality - policemen rampant in our community with fascist tactics of oppression, keeping the people from obtaining their basic political desires and needs manifested in their basic human rights that are being denied them by the ruling class circles infested in the government of America.

In taking action against this oppression in America it is necessary that all the peace forces movements demand an end to the making of political prisoners and demand that all political prisoners in America be set free, starting with Huey P. Newton, the Minister of Defense of the Black Panther Party, and myself, Bobby Seale, because I'm Chairman of the Black Panther Party. And this is the reason we are being persecuted, this is the reason I was not and did not receive a fair trial and was placed in double jeopardy at the recent trial that's still going on. This trial is still going on in Chicago, its got to stop. It must stop, because not only is it in the hands of, or rather caused by the administration and the Attorney General Mitchell, but it's in the hands of a crazy man, a fool, a psychopath. But I think that we should understand that they also called Hitler a psychopath, who was responsible for the genocide of, the murder of 6,000,000 people, and who's responsible for the warmongering murder of 20,000,000 Russian people. And so don't let Julius Hoffman fool you-whom we'll call king of the Spanish Inquisition.

This type of persecution in the courts is the police state, is the justification of fascist police state activity that's rampant in America. This trial and this kind of trial cannot happen again in America. This one must be stopped. It must be ended. All political prisoners must be set free and the people, the peace forces must recognize the need to end imperialism not only abroad but start today right here in America, to stop domestic imperialism which is fascism.

BAY AREA URBAN LEAGUE OUTRAGED

The Bay Area Urban League is outraged over the flagrant miscarriage of justice displayed by proceedings in the Federal Court in Chicago. Such actions of binding and gagging the defendant as ordered by Judge Julius Hoffman (a Federal Judge), makes a mockery of the Constitution of the United States.

The action taken, however, only reflects and re-emphasizes the vast inequities between the laws, i.e., White Law vs. Black law, it would appear that what is so proudly referred to as "Due Process" is nothing more than hypocrisy. Then again, this is nothing new for it is the plight of any Black or any member of a minority group who dares to speak out against the system or to speak out on issues which could affect change.

The continuing denial of due process to Mr. Bobby Seale should be obvious to all Americans. The direct denial of Mr. Seale's rights -- especially by being bound and gagged in an American courtroom -- is a sham to justice and lays bare this country's claim to being a land of equal opportunity, a democracy, to open doubt around the entire planet. It is folly to believe this trial of "conspiracy" does not have international as well as national consequences. We Americans cannot call ourselves a democratic people while such rude and flagrant injustice is allowed. The treatment of Mr. Bobby Seale is another example of the long history of oppression of people who have been persecuted because of their efforts to speak out for the human rights of all our fellow citizens.

The Bay Area Urban League asks the public conscience to present a major force of protest against the denial of guaranteed rights of a fellow American, to eliminate this technique of tyranny from spreading further, encroaching upon the freedom of all Americans. Oppression of the Black man and all people of any racial or ethnic or political minority must come to an end. This climax of tyranny in the courtroom must surely commence with the permanent removal of Judge Hoffman from the bench and the initiation of a public inquiry into the reported outrageous proceedings in his courtroom.

Sir:

As a taxpayer, lover of freedom and justice, and a citizen of this land I would like to express displeasure and disapproval of your uncouth acrobatics in presiding over the trial of the Chicago 8.

Your actions, sir, are nothing less than an affront to the idea of justice. When a person -- any person -- is shackled and gagged in a court while demanding proper legal representation, then the total concept of justice is also shackled and gagged. And in denying an individual the right to speak on his own behalf and to examine his accusers in the absence of legal counsel is itself a criminal act.

You may be able to place shackles on the arms and legs of a freedom-loving man and place a ridiculous gag in his mouth, but the revolutionary spirit and free mind can never be stifled. They will resist you and those like you unto the very end and will only find strength in your outlandish actions. Read you history books. You might find a lesson there about the struggle between repressive forces and the vigor with which they have been (and always will be) opposed by the masses of oppressed and subjugated people. If you truly believe that this rule of thumb no longer applies, then you are, indeed, far more senile than your antics indicate.

Sir, are you so vain, or even stupid enough to believe that simply because some idiot unthinkingly designated that the title "Judge" be placed before your name and vested certain legal powers in you, that you can actually divert the course of history by so brazenly persecuting these young men? In spite of you, justice will become a reality and shall prevail.

Your insane move against Brother Bobby Seale shows exactly how negative your view of justice is, and was in itself a most contemptible act. It wasn't an act perpetrated against an individual, but was a blow to the hearts and minds of supporters of freedom and justice everywhere, regardless of their particular politics. Their wrath shall come down heavy on the heads of you and the little American bred Hitlers who somehow see yourselves as standing supreme above mankind.

Brother Bobby Seale's assessment that you and your cohorts are racist, fascist pigs is a most correct one, being inaccurate only in that it falls short of fully describing you and is rather mild in view of your complete disregard for the rights of Man. You know what you really are.

It appears to me that the only sane position taken in the people's courtroom that has been unwittingly entrusted to your care has been that taken by Bobby Seale and the defense. Yours have been the acts of a crazy man.

Only a warped mentality could ever conjure up and apply the medieval practices to which you have subjected Bobby Seale. Judicial mediocrity is one thing, but judicial stupidity is something else again and is intolerable. Sir, you are a scoundrel! And this, too, is a mild and inadequate assertion.

It is said that persons in positions of authority within the structure of a democracy (that's what this is alleged to be, you know) are to represent the will of the people and act in their behalf. Surely, you don't believe that you are acting as representative of none other than fascist, racist idiots and buffoons, and not the same democratic loving populace. However, should it be found that you are carrying out the will of the people, then we are the most insane society in the history of mankind.

Sir, I will close by demanding that you refrain from sinning against humanity in my name; that it be made clear here and now that there are those who desire no fascist acts committed in their name. If there be but one such being in this entire universe, I will be him.

No doubt Bobby Seale held your court in contempt so do at least half the citizens of the nation. You not only earned the contempt of Mr. Seale and of every thinking American but, no doubt, will earn mention in history as the judge who befouled the courts by becoming the judicial puppet for a tin horn politician like Mayor Daley.

I have been watching the political scene in our country for over thirty years and, except for the McCarthy excesses, I cannot remember as flagrant a violation of the whole American democratic tradition as what the whole world witnessed in your court. I wonder if even your collosal ego will be able to devise protections against the remorse that must be somewhere deep within you. You are an old man and, like many of the rest of us, will soon be facing death. Courageous men, like Seale, will live to see a day when you are the symbol of America's shame, the Bull Conners of the courts, blind to the parallel between what you did to a Black American and what the Aryan Nazis did to the German Jews.

I am confident that the higher courts will reverse you and am even hopeful that the Congress may impeach you. I want you to know that I am going to contribute to the Black Panther Legal Defense Fund and that I am going to do everything in my political power to have you removed from the bench which you have disgraced.

TO BOBBY

We have been following the proceedings of your (mock) trial in Chicago and recognize that it is a deliberate fascist conspiracy to eliminate you from active involvement in the Revolution. We recognize that throughout the whole proceeding there has been a deliberate attempt to discredit the Black Panther Party in particular, and in general, all who would oppose and expose the injustices and decadent capitalism of the existing "order."

We want you to know that Julius Hoffman and his cohorts failed in their attempt to degrade you in our eyes by subjecting you to the inhumanity and humiliation of gags and shackles. Rather, their brutal insidious actions intensified our spirit of opposition to the injustices and decadence of this imperialistic capitalistic society. We support you as a leader of the Black Panther Party in the continuing struggle against the oppressive forces of this "great American system."

I am a former Chicago resident, a Ph. D. from Wisconsin, a WW II veteran, 47, a loyal American, a former Wisconsin civil rights White worker with the Governor's Commission on Human Rights, and a professor of Speech, of which my prime function is to teach Americans the principles of freedom of speech as they exist in a democracy -- which, it is obvious to me from your actions, you certainly do not understand.

ELDRIDGE ON WEATHERMAN

INTRODUCTION FROM

The following statement by Eldridge Cleaver is written from the clarity of third world revolution. Since leaving Babylon and beginning his long march of return, the Minister of Information has seen the world revolution being made in many nations. He has shared the warm wine of socialism with many comrades, as well as the cold bitterness of happy dream expectation turned to blockade and betrayal.

Recently Eldridge spent a month in the Democratic People's Republic of Korea. He found there a nation of Newtons, tough brothers off the block who once built a mountainous barbecue which imperialism called Heartbreak Ridge.

The Korean Revolution (Check out W. Burchett's "Again Korea" for a little bit of what that "UN Police Action" was all about), its history and ideology, are virtually unknown in North America where it has become the practice to think our movement is just one more unit in Mao Tse-tung's Red Guard, finding revisionists under every bed except your own.

The Korean people and their great leader Comrade Kim II Sung have learned from harsh practice that a given revolution is always at some point unique, and that revolutionaries must grasp their situation with newly born eyes, and not bury themselves in the womb of history hoping to escape the harshest responsibility every revolutionary must face -- to think for himself.

Our revolution bursting forth out of the belly of the pig is perhaps the most unique in history. Generated in the pig's own body, it is for him cancer, and complete liberation for us and the whole world. I do not think the Weathermen can be criticized by quoting 1905 Lenin. Our standards of judgment just separate the problem from the solution.

When checking out the wretched of the imperialist earth, it is obvious the Weathermen as warriors of the people are a part of humanity's solution. It is only from this point of acceptance that any criticism of them may be undertaken. It is pure corruption for someone to call himself a revolutionary and call a press conference denouncing the Weathermen as provacateurs and enemies of the people.

When you begin by calling a sister or brother your enemy -- how will you recognize the true enemy when he comes disguised as a friend?

Eldridge Cleaver, who exposed Alioto as Mafioso and Reagan as Punk will some day return to Babylon. He will do this because as his statement on the Weathermen makes clear -- he never really left.

ON THE WEATHERMEN

It seems that a few fundamental principles need repeating. There is a point where caution ends and cowardice begins. It is time to intensify the struggle. We must support whatever the enemy opposes and oppose whatever the enemy supports.

Also, there are such things as revolutionary criticism and reactionary criticism, as well as counter-revolutionary criticism, and the enemy's criticism which we call propaganda. It seems to me that revolutionaries often make the mistake of indulging in reactionary criticism when they intend to make revolutionary criticism. Criticism is both valid and invaluable. Certain types of criticism, for revolutionaries, are invalid and valuable only to the enemy.

Much of the criticism of the Weathermen that has come to my attention seems to me to be reactionary, invalid and valuable only to the enemy. For instance, I think it is predictable that a reactionary nape (essence of jackanape streamlined) like Julius Lester, who sleeps on the floor beside the bed in which the counter-revolutionaries sleep with the enemy, will make an invalid reactionary criticism of the Weathermen.

Stop and think. Did we ever pay attention to white radicals when they told us to keep our shootouts nice and clean and middle-class orderly? We call for a Second Boston Tea Party in the streets of Babylon. We call for the violent overthrow of the fascist imperialist United States government, ringleaders of oppression and international aggression. The only thing I oppose is going to jail voluntarily. Jail forces you to become cautious, conservative. Even the prospect of going to jail can have that effect. While in jail, if you are not cautious and conservative, but rather maintain your revolutionary thrust, you will end up spending all your time in the Hole the way Huey P. Newton is now doing (Right on, Huey).

So what if we're disorderly, like a bunch of toughs, as Assemblyman Mulford used to say of the Panthers when Huey P. Newton was on the set. Fuck Mulford. Through disorder we will put the pigs in order and in the process create a new order that we can relax in. I don't care if pigs don't like it or if it makes pig judges like Redmon Stats and Munro Mississippi Friedman angry. We do not require them to die happy -- as long as they really die, dead.

When the pigs try to deal with our disorderly flanking attack on the skulls of their values by matching our style and the form of our motion, we have trapped them in ruin, because there are more of us than there are of them. When those for whom the Vanguard moves dig the action of the pigs on a nitty-gritty level, they will say right on because they know what that's about. They understand true power and they know that there are enough people in America to kick the ass of every pig in America.

There are enough people in Babylon to kick pig ass from the Atlantic to the Pacific and back again. We can kick pig ass for days, if we all start doing it. So why not? History will show that the pigs who publicly kick the people in the ass inevitably wind up up against the wall (Motherfucker, Alioto! Mafioso dog!) So why not put them up against the wall?

That's why I don't get uptight over the fact that Lenin didn't love unity at any price, that he saw fit to split from the Mensheviks before proceeding to make the revolution; and I can understand why Stalin moved against the Trots. (Who never wanted to? Who ever had the power to move against the Trots and wanted to and didn't do it? Only a Trot would give you an example from history. It is that irrelevant).

In times of revolution, just wars and wars of liberation, I love the angels of destruction and disorder as opposed to the devils of conservation and law-and-order. Fuck all those who block the revolution with rhetoric-revolutionary rhetoric or counter-revolutionary rhetoric.

Actions speak louder than words. Moncado is Fidel's most eloquent statement of position. Bolivia was Che's. We will not make our most eloquent statements in courtrooms and at press conferences, but in the streets of Babylon, doing it in the road but doing it. As long as we kill pigs.

We are either pig killers or pig feeders. Let the pigs oink for themselves, till their last oink. When we finally pull all of the American people out of their pads, out into the streets, out into the night, into the jungles of our cities, then we will hear some farewell oinking, we will be into our thing and everybody will understand our Moncados and our Willow Streets, and those that now misunderstand will then admit it.

The ideology of the Black Panther Party and the teachings of Huey P. Newton are contained in their purest form in Emory's art. Emory's art says if we really want pigs dead (Lyndon Johnson, for example, or Henry Ford or his cousin or his friends), then we must kill them. If we use iron pipes to do it, what's wrong with that?

At a certain stage in their struggle, the Vietnamese people used bamboo stalks, because that's what their environment yielded with ease. Ours is a concrete and steel environment. If we kill pigs with concrete and steel, it will only reaffirm that the human species is still able to adapt to any environment, deal with any scene that we ourselves create. In prison, even though a convict might prefer a gun, he often is forced to use an iron pipe, because he had some business to take care of which couldn't wait for the day when he could get a gun.

It is technological backwardness, however, to go into battle with inferior weapons when superior weapons are available, unless, of course, the choice of weapons was determined by objective conditions. The choice of weapons belongs to him who moves, to him who uses it -- and not to those who observe the results from the T.V. sidelines or read about them in the newspaper. Stalin said that the weapon of criticism will never equal the criticism of weapons. I prefer a paralyzed pig to a well-criticized pig.

A dead pig is desirable, but a paralyzed pig is preferable to a mobile pig. And a determined revolutionary doesn't require an authorization from a Central Committee before offing a pig. As a matter of fact, when the need arises a true revolutionary will off the Central Committee.

In order to stop the slaughter of the people we must accelerate the slaughter of the pigs. Those who can't stand the sight of blood, especially their own, should stay home and pray for those who come outside to move, to do it, and pray for victory and not for an end to the slaughter. Pray for us to win, because if we win you will be safe. If we lose, then kiss the baby goodbye.

I WOULD LIKE TO BE A BLACK PANTHER

This is just a short note to express my solidarity with you. I am a white college student, who came from a lower middle class Jewish home. However, as a radical and a humanist I feel repressed and gagged by the American system in which we all are, unfortunately, living in. I know the incredible purges being directed at destroying the Black Panthers by the imperialistic government to state both to hunts" that as stamp out the Black Panther Party, the number of supporters among their own kind (white race) grows and expands. As a human being living in 1969 America I am revolted and nauseated by the continual inhumane acts the United States government is doing both here, in our cities, and 2,000 miles from our shores, in Viet Nam.

I look to the Panthers (as many whites do) for my liberation. No man, whatever color, shall consider himself free until all blacks are released from slavery. This slavery is the American capitalistic blood - sucking economic system. This is one white who wished, with all his might, that be could become a Black Panther. All Power to the People. Black Power to the Black People. Power to the Vanguard, the Black Panther Party.

EMORY GRINDS DOWN THE PIGS

"From the preacher to the doctor, to the pimp on the block, it's for everybody."

"The gallery for revolutionary art becomes the streets themselves: telephone poles, store-front windows, the sides of buses."

Emory Douglas is an artist of the Revolution. As Minister of Culture for the Black Panther Party, Douglas draws most of the Panther's posters for the streets, as well as the cartoons for the Party's newspaper.

You can usually tell it's an Emory Douglas original by the gun held firmly in the black man's hands.

The gun is as basic to Emory's artistic strategy as it is to the Panthers' political message.

"Create new images of victory," Emory says, "and get the defeatist attitude out of the people's minds that's the present purpose of revolutionary art."

The two ideas, of reaching people through pictures and achieving liberation through armed struggle, are deeply intertwined in Emory's rap.

"Charles White used to draw various pictures dealing with the social injustices the people suffer in Babylon -- but it was civil rights art.

"You could see mothers scrubing the floors, you could see the terror and the pain in their faces. I think it was very valid, it was a step into revolutionary art.

"But look at the art coming out of the struggle in Vietnam. Their pictures show napalm burning people alive, but they always express the victorious spirit, a picture of a mother holding her baby -- we will fight from one generation to the next!"

Emory's artistic career began in commercial art courses given at the City College of San Francisco. But he found himself looking toward an art that related to people's problems rather than selling them products.

Casting aside his "aspirations to join the bourgeousie", Emory joined up with a new group -- the Panthers.

"Way in the beginning, me and Huey, Bobby. Eldridge and Kathleen used to work on the paper over at Eldridge's house on Castro Street. We had begun calling the politicians pigs. Then if came to me that we should be drawing them as pigs."

A few months ago, realizing that something more sophisticated was called for, Emory began to draw the (demogogic) politicians at the top as rats, while continuing to draw the uniformed (fascist) goons on the streets as pigs.

Sometime next year, Emory will bring into the Panther paper his latest refinement in identifying the System -- the vulture. The blood-sucking creature will stand for the (avaricious) American businessmen.

Douglas is very critical of the black music scene. Of the music itself he said, "What I see Aretha and B B King singing about is cultural nationalism from the beginnings of slavery up to now. But it isn't anything that TRANSCENDS COMMUNITIES and creates revolution.

"They talk about love, the love they've never had, or brought upon them out of the oppression -- but it's a love that is selfish, not love for the people."

Emory doesn't see this situation rapidly changing as long as the musicians are signing contracts with the "Mafia-controlled record industry.

"Revolutionary music should be something which pecks away, day in and day out, at the social injustices, 'til you reach something which educates the people. But before you do that you have to be one of the people, live in their midst. Most of the musicians are separated from the people simply because they're under contract.

"And you hear James Brown talking about Black and Proud, then you hear him on the radio saying, `Why don't you buy this beer?'"

But the Panther Minister of Culture sees the days of System-straddling coming to an end for black musicians. "During the days of slavery there were slaves who rebelled and there were those slaves who took the side of the slavemasters.

"There were Denmark Vesey and Nat Turner, and there were the house niggers. We see that happening today, Duke Ellington playing for the White House.

"But it will come to an end, because it's gonna be you're either for change or against it, there's not gonna be any in between." Emory digs Nina Simone's song "Revolution", and he's very much into Black Panther Elaine Brown's forthcoming L.P. "SEIZE THE TIME." He himself intends to get into drawing revolutionary doctors, in the streets with their kits and guns, and revolutionary chemists, in their labs mixing up some dynamite.

A United Front in Revolutionary Art is what he would like to see organized, and he thinks all artists, no matter what their trip, should devote some of their energies regularly to exposing the System's injustice.

"An art will emerge out of the oppression people are subjected to. The more intense the struggle, the more intense the art."

STATEMENT TO: JULIAN BOND

In a Philadelphia publication, we dug on a news report and photograph dealing with your endorsement of a Philadelphia demagogue -- Thomas Gilhool by name. We believe that if you would have fully checked the situation out, you would have made another choice to endorse. Or perhaps your endorsement was just a party boost. Gilhool identifies himself as an independent Democrat. The Democratic Party equals the Republican Party to Black people. Both are part and parcel of the oppressive bag Black people have been held captive in for so many years. In the area of practice, (positive practice) the Democratic plus Republican parties have both contributed very, very little. Their practice consists of dropping mortars on Vietnamese villages, and sending in different storm-troopers (different from the blue ones) to various Black colonial areas during attempts to liberate their communities, creating Biafra's, and endorsing exploitation. Right On, Gilhool.

If your endorsement for Gilhool wasn't just an endorsement for the party candidate, your practice should illustrate it.

In the same area that Gilhool is running in, the Philadelphia Branch of the Black Panther Party has a candidate. The platform is practice. Putting theory into practice. Most politicians make mad promises before election, in order to get elected, and whip another game on the people. The Black Panther Party before thinking about the Councilmaniac Seats, has since its inception in Oakland, California serve the people. Every morning, around the nation, at about 6:00, Panthers start rising out of bed to feed kids. We feed more than 15,000 kids on the West Coast alone. We must be doing something right. On Sunday, October the 19th, we opened up the Free Clothing for Children Program. We served over 200 people that afternoon. Free Health Clinics, Community Political Education Classes. Liberation Schools. What's Gilhool done? What's Gilhool doing? He's theorizing on what he can do, could've done, should do, and might do. Promises, promises, promises. We don't promise. We DO You dig it? We say that practice is the test of truth. We don't theorize, we practice.

We feel that you analyzed the political situation in Philly incorrectly. We call for you to support the Black Panther Party candidates for City Council, and people's programs.

EDITORIAL STATEMENT: FROM FREE PALESTINE

Ever since their homeland was swarmed by hordes of Zionists, the Palestinians have witnessed various degrees of American involvement in Zionist plans against them. But until recently American collaboration was indirect and functioned under this or that cover. Today, Palestinians are disturbed by the news that American citizens are fighting against them in the ranks of Israel's army. What are even more disquieting are the hints issuing from some American official sources that suggest approval of and justification for such American intervention. Establishing this kind of precedent in the Middle East amounts to nothing less that the beginning of another Vietnam-like engagement, closer to home.

Israeli spokesmen have always emphasized the point that all they would ever need from the United States is economic aid and modern weapons. They claimed that the thousands of American volunteers who flocked to Israel on the eve of the 1967 war were never assigned to combat duty. Today, however, it has become evident that American citizens serve in Israel's army and, by so doing, are making American an incontestable party to the conflict. The U.S. Government - rather than dissociate itself from such involvement, condemns it and strictly prohibits it - has sought to dismiss the importance of the development.

The U.S. Government would bear the full responsibility of dragging the American people into this conflict; and, should this occur, the U.S. would find it a conflict as essentially alien to its best interests as its engagement in Vietnam today. Palestinians have never gone out of their way to pick a fight with the American people. But should such a confrontation ever take place, it will be the fault of U.S. policy-makers.

The Palestinians are fighting a war to survive as a nation, to which vital end they sacrifice their own sons. To achieve their goal of a life of freedom. Palestinians, it seems, might fight. Their enemy is whoever backs them up against the wall. It is only with sorrow that they view the American people being led blindly into the conflict.

DEFEAT U.S. IMPERIALISM!!

Wars of imperialist aggression cannot be ended by merely demonstrating. No, more is needed. Imperialist wars exist because big monopoly capitalists demand them. This handful of super-bandits determine and set U.S. foreign policy. It is these criminals who unleash aggressive wars, plunder nations, and compel the working class to be cannonfodder, fighting for sham "freedom" and "democracy," i.e. bourgeois freedom, freedom for the bourgeoisie to pillage, plunder, and exploit, and bourgeois democracy, the dictatorship of the bourgeoisie. The only solution to imperialist wars of aggression in Vietnam and elsewhere is to end imperialism.

The U.S. imperialists, uncontested, decide when they will fight wars and when they will not, depending on their best interests which they deceitfully refer to as the "best interests of the American people." But the American people are learning more and more each day that U.S. wars of aggression are not in their best interests and are standing up united - rejecting ruling class propagands.

But begging the bourgeoisie to "bring the troops home now," etc. will not do. As Lenin, the great leader of the Soviet people, said, "Those who confine themselves to `demanding' that the bourgeois governments should conclude peace or `ascertain the will of the peoples for peace,' etc. are actually slipping into reforms. For objectively the problem of war can be solved only in a revolutionary war."

The American Communist Movement realizes that it may be possible to end this imperialist war in Vietnam just as the imperialist was in Korea -- but we shall not rest at the ending of this or that imperialist war of aggression only to wake up tomorrow to learn of a new U.S. invasion somewhere on the globe. We know that the nature of imperialism will never change; we know that we must never cherish illusions about the imperialists but must wage a resolute struggle against them in so-called "peace time" as well as war time. The imperialists will never lay down their butcher knives voluntarily - it is impossible to persuade them to act in the interest of the people by stopping their genocidal atrocities.

We A.C.M. Marxist - Leninists fight for the revolutionary overthrow of U.S. imperialism and the liberation of the working class, the dictatorship of the proletariat, and the construction of socialism and communism for a world without wars. We objectively understand that the American working class and people are not ready to accept this view. But we are quite certain and confident that as the contradiction between U.S. imperialism and the colonial peoples, and the contradiction between U.S. imperialism and the American working class sharpen, this view will become more popular.

The American Communist Movement sets as its immediate goal that of building a broad Anti-Imperialist United Front. We therefore call on all workers, students, and intellectuals who are genuinely and sincerely interested in putting an end to U.S. wars of aggression to actively join us in building a mammoth movement against U.S. imperialism.

We firmly believe that the anti-imperialist struggles of all oppressed people will triumph! U.S. imperialism is bound to fail!

Marxism-Leninism is bound to triumph! Revisionism, Chinese "Leftist" and Soviet rightist, Trotskyism, and all reactionaries are bound to fail!

EDUCATION FOR LIBERATION

In order for the people to have true liberation, there must first be education. Education of the masses, starts with teaching by example. Another way of educating the people, is through the Black Panther Paper Newservice. The Black Panther Paper educates the people to what is going on in other areas, and to things that they would not know if they were to read the racist local newspapers that carry only the news that is benificial to the servants of this capitalistic society, and only what they (avaricious businessmen, and lying demagogic politicians) feel the people should read.

The Black Panther is one of the ways of educating the masses. When you read in the peoples' paper about oppressed people being shot or put in the pig pen, you wonder why this is happening. You read further on in the paper, and you learn how the capitalist power structure is using oppressed people in a super farce to gain more power and more money. The Peoples' paper explains to the masses about the three levels of oppression, and also about our Black Panther Party. When the masses read the how and why of the paper, they read further to find out how to prevent this oppression.

We then see that the only way to survive in this pig society and the only way to have a truly free nation is with solidarity with all the oppressed peoples, and the correct means of resistance, and armed revolution. There must be victory, or death in the process of achieving these aims. When someone approaches us, a brother or sister, trying to sell a paper, there can be no excuse for not buying one -- excuses such as, "this is my lunch money" (if the pigs come down on you there will be no lunch) or "I don't have time, catch me tomorrow or the day after that" (Seize the time, the revolution is now). Just because we read about someone being killed in New York, does not mean that someone else will not read the same thing about one of us today or tomorrow. There is no time to play around.

If there is to be true freedom, we the people must be made aware of the revolution. The revolution cannot be won by a few people, there must be solidarity. Tomorrow will be to late. Tomorrow may be the day the pig is at your door to take us away on trumped up charges or to a concentration camp -- so how will we keep ourselves or one of our family from being taken away -- by saying, "No man, you know I didn't do it, or `tomming' or will we take Huey's example in his executive mandate No. 3 -- by arming ourselves and protecting our families and communities from the lowest level of fascist oppression.

In order for the people to correct this situation properly, we must be made aware of it, and we must move immediately to correct it.

We note with deep concern the detention of your Chairman Bobby Seale and Huey P. Newton, the Black Panther's Minister of Defense.

The case of Comrade Seale reads very much like that of many of our brothers and sisters in South Africa. We, who have been, and continue to be arrested and detained in solitary confinement, without trial for lengthy periods know full-well the anger, actions such as those perpetrated against Comrade Seale by the fascist, racists, must evoke amongst our people, the Black people.

Like you, we too are canalising this anger and abborence against racism into effective revolutionary actions against our oppressors.

Our struggle like yours is part of the larger struggle against international imperialism now being conducted in Vietnam, in the Middle East and most of the Third world. We, therefore, unhesitantly express our solidarity with you in your efforts to free Comrade Bobby and Huey. More than this, we wish to express our solidarity with the Black Panther Party in its life and death struggle against our common enemy: fascist, racism.

FREE BREAKFAST PROGRAM N.C.

The Winston-Salem Branch of the National Committee to Combat Fascism has implemented a Free Breakfast for Children Program. It has become very clear to us that this racist, capitalist government doesn't meet the needs of the poor oppressed people there, the revolutionary comrades in the Black Colony of Winston-Salem have found it to be our "duty" to implement such a worthy program that meets the needs of the people.

A government is supposed to meet the needs of the people. If people are sick the government should provide doctors and Free Health Clinics. If people need clothes the government should provide adequate clothing for the people and if people are hungry the government should provide every person with an adequate food supply. The basic contradiction here is that this government was never designed to meet the needs of the people.

A capitalist government was never designed to meet the needs of the people because capitalism strives on exploitation of the masses. And whenever you have a capitalist government with different ethnic groups, as here in Babylon, racism immediately becomes a symptom of capitalism. Therefore, a government built off exploitation and racism cannot possibly meet the needs of the people. When people are sick this government provides capitalist doctors who's fees are usually so high that the average working person can't afford this medical service without going into great debt. When the poor oppressed people need clothing this government provides its lackeys the "avaricious businessman" (and everybody knows that these stores prices are too high) so the average person gets their clothes on credit, therefore, going further into the debt of the "tricky avaricious businessman" and when people are hungry this government sets up a senate "pig" investigation committee to study hunger.

The Black Panther Party, for simply trying to meet the needs of the poor oppressed people. And for educating the people by example to the strategic methods of resistance against such an oppressive government; has been singled out by J. Edgar Hog, the head of the Fascist B ---- d Incorporated (FBI) as representing the most serious threat to the security of this racist capitalist government. The Black Panther Party, the Vanguard of the people, has become the victim of brutal attacks by this fascist government. So this should be clear enough for anyone to see that the pigs are f -- king over the people.

So we say to the pigs of the power structure that "your day will come" because the spirit of the people is greater than your technology and you racist dogs will certainly "face the wrath of the armed people". People of the world must pick up the gun and run these racist, fascist, imperialist pigs from Babylon and the planet earth! "So let it be done."

BLIND YOUTH BEATEN BY TEN PIGS, HELD FOR TRIAL

A judge refused to drop all charges Friday against a blind youth who had been severely beaten by police, even though the prosecutor urged that it be done and the only witness against him admitted he had nothing to do with the incident.

The judge, ex-magistrate Benjamin Segal, did drop rape and robbery charges against Bernard Sisco. 30, of 3620 Wallace St., but he refused to honor the Assistant D.A.'s request that he also drop the charge of assault and battery on a police officer.

The only witness for the prosecution a mother of four who was raped Friday, October 31 (the Tribune is withholding her name), told the judge, "I'm sure that this young man was not one of those who raped me. There's no doubt about it."

Black Assistant D.A. Julian Brereton then said, "Your honor, it's obvious that we have no case against this blind young man. In view of this, I would strongly urge that all charges against Mr. Sisco be dropped."

COPS NEED PROTECTION

Segal responded, "I will dismiss all charges having to do with the rape and robbery, but I will not dismiss the charge of assault on a policeman. We must protect our policemen."

Sisco was released from custody on his own recognizance. He had been held without ball by Segal. Friday's preliminary hearing took place at 61st and Thompson Sts.

The youth's attorney. Jack Levine, president of Philadelphians for Equal Justice, told the Tribune after the hearing. "I'd like to say that Assistant D.A. Brereton should be praised for his integrity in urging that all charges be dropped against Sisco."

At the hearing Levine vigorously cross-examined a policeman who claimed to have been assaulted by the blind youth. Most observers agreed that the testimony was contradictory on several points.

The family and friends of Sisco charged that he was badly beaten by 10 policemen with blackjacks and nightsticks. A crowd of three dozen neighbors observed the incident, which nearly set off a riot.

Several community groups have expressed outrage over the beating. Spencer Coxe, executive director of the American Civil Liberties Union, said, "This may be the worst police brutality case in years, even worse than the Timothy Brown case (a diabetic who died after being beaten while in a coma in February of this year)."

Sisco became blind in the spring of 1968 after being shot in the head by the 39th Street Gang. He also suffered brain damage. At least seven other attempts were made on his life, presumably to keep him from testifying against gang members at his trial.

Ironically, a group was formed in West Philadelphia for community control of police the same week Sisco was beaten by police.

A LETTER TO AND FOR THE BLACK COMMUNITY

This is to all my Black brothers and sisters. The time is now, I am a man, and I mean a man of 60 years on this earth and I change as the time changes in order to survive. I said that to say this - in reference to the Black Panther Party. Here we have an organization of young people, middle-aged and elders that are doing their best to help the Black man collect his rightful does to build a better community for the Blacks. They are feeding the needy children, giving a hand when you are distressed and so many other things. I need not mention at all.

If you open your eyes and stop reading and listening at what whitey keeps trying to ram down your throat, you will see the light and come to the aid of this Party.

Now is the time you are needed. Here we have some of the Flowers of our Youths maybe your son or daughter, nephew, cousin, grandchild that is trying to help you and they are putting their lives on the line for you. The pigs are afraid to give up. They keep shooting them down in fear of them or put some trumped-up charge against them so they can seem right. But here is what I ask of you, all my black sisters and brothers, and I've been around a long time and I'll die with them if need be for I understand what they're doing and how they're trying. ALL POWER TO THE PEOPLE.

Do you know something -- I look out here today and I believe that there is hope for America. That's good. When I say hope for America that's because we believe in the people. We have to| When we say ALL POWER TO THE PEOPLE whether Black, Brown, White, Yellow, Polka Dot or what have you. But there is one thing that bothers me and it bothers me a lot and that is I cannot understand how you are not against imperialism, (and perhaps you can answer this) because you must be against imperialism to be against the war in Vietnam, yet at the same time you condone fascism. You must condone fascism, which is capitalism plus racism, in order to condone what's happening in the United States.

Now, what I have to say is this. When the Vietnamese people are fighting they are fighting for all oppressed peoples all over the world. Nixon has said that he is going to withdraw the troops from Vietnam and a lot of rhetoric has been sprouted he is not going to withdraw these troops. Tricky Dick Nixon is very clever. Do not underestimate him. He is going to withdraw these troops, but he is going to put these troops into Korea, into Laos, into Cambodia, into Thailand and other places. So that you have to start thinking and get down to the interworkings of this thing and what it is all about.

You have to understand exactly what America represents. This America which is your country and you love it so much. Now then, America is the mother of imperialism, America is the World's No. I exploiter. As long as the system in the United States continues, as long as it remains intact, you can forget all these Moratoriums. I am sorry. But unless this system is overthrown there will be Vietnams and there will be Vietnams. Unless you are not serious, unless for you this is a holiday. Unless it's a nice thing for you to do, to get up and carry some signs. If you are serious, sincere, then you have to start right here at home. You have to start examining what is happening in the United States.

In the Black communities the only thing that the American Government has not used to suppress the Black people in the ghettos has been the BS2 bombers and napalm. And you know why because this would destroy property and Black people have no property. There is a war right here at home. There is a war against the Black Panther Party, because the Black Panther Party has gone out in front and said, "We want land, bread, housing, clothing, education, justice and peace. We want power to determine our own destinies and this is what the Vietnamese are fighting for. This is why we are dangerous.

America has spent 40 billion dollars on the war in Vietnam. It needs 10 billion dollars to bring everybody up to the standard of living where they can exist. Now I think that all you people who use the word revolution and revolutionaries that these words have been loosely thrown around. Now the important point is this. In order to be a revolutionary you have to be willing to die, you have to be willing to suffer and you have to be willing to give up some of what you have, because you are not just going to have a revolution just like that. And I say to all you brothers and sisters here that I believe you have understood half of the problem but you have not understood the whole problem. Now I am saying, let's re-examine a few things. A few weeks ago in Court. Bobby Seale, the Chairman of the Black Panther Party, was gagged, shackled, chained and denied his constitutional rights. This brought us back to the days of slavery, to 1857, when Chief Justice Taney ruled in the Supreme Court in the Dred Scott Case that "Black people have no rights which the White man is bound to respect". That picture of Bobby Seale being gagged blew the minds of other people in Europe and the rest of the world.

So that it is safe, it is O.K. for you to think about what is happening in Vietnam which is far away. Do not misunderstand me, I am a 100% behind the Vietnamese they are my brothers and they are suffering. But at the same time when it comes to facing the atrocities, at home most people, most so-called radicals are inclined to leave it alone. This is why you do not want to dwell on fascism because it affects you right here. Now if you are for real, if you are genuine, you are going to have to wake up to the truth. When we say that we want peace, we want peace, the same as the Vietnamese. When we pay that we love life that much that we are willing to die in order to live -- then we must mean that s -- t.

So, therefore, the Vietnamese have proven to us how humanitarian they are, how much they love and value life. They do not despise the average American. They just want to live in peace and to have the power to determine their own destinies, and to prove this they have made an offer that they are willing to exchange American prisoners of war in Vietnam in exchange for the political prisoners, Huey P. Newton and Bobby Seale here in America. Now the point is what are you going to do about that in this country? The mass media which is the puppet of Nixon and his administration (the ruling class) they have tried to play this down. It will depend on the people. The newspapers in Tuscon prior to my visit stated that I was using this platform for other reasons other than peace in Vietnam. That is true. I am using it to get you hip to the fact that there is a Vietnam on your door-steps, right here in Babylon. I am using this platform to educate you to a lot of things that are happening. I am using it to try and show you a lot of things I do not believe you have considered or been exposed to or understand. I am using it to explain to you that Nixon endorses Black racism, that is why he endorses Black capitalism.

The Black Panther Party is the only Black group in the United States where members are ripped off just like that. In the last year or so there has been over 30 Panthers murdered and over 200 who are being held as political prisoners. We are charged with ridiculous things like armed robbery when we try to sell a Panther newspaper.

Now what I am trying to say and to get you to understand is, exactly what is happening in the United States, if America persists in her atrocities, if the system remains intact, examine the end results. What's going to happen to your economy? What's going to happen to your brothers and sisters who will find themselves killing people they have no grudge against. What's going to happen to you people right here who are protesting against the war now. You will find that the same people in the Peace Movement who are here today will end up fighting in a war they do not understand unless you do something to stop this right here and now. And then you will examine yourselves and say "What am I doing?" Am I going out of my mind? and then it will be too late. So that it is obvious that we have to start the examination from right here in the United States.

The Black Panther Party has been out in the forefront and has examined these things. A brother said to me before I started speaking that I should realize that there are White people on our side and that I should not be racist in my statements. The Black Panther Party from its inception has recognized and has stated and members have died because we have always recognized that there are Black pigs, White pigs and what have you, that color was not the criteria even though we recognized racism. However, we understood that racism goes hand in hand with capitalism and that the two cannot be separated. One is cause and the other is effect. So therefore we understand that we have to deal with racism on one level, but at the same time we have to deal with capitalism on another level. We do understand that this is the most racist country in the world. We also understand that 20 million oppressed people are starving in what is the richest country in the world. Now I just cannot understand this, that there are 20 million starving in this country and most people choose to ignore it. This blows my mind. But I am saying to you brothers and sisters that I want you to understand two things: You are going to have to start right here at home and put this s -- t right, you are going to have to work in your communities, you are going to have to get to the root of what the problem is, that is the only way to cure the disease. The problem is that you cannot keep saying you oppose the war in Vietnam and then go along with what is happening in this country. Because you are going to keep objecting until you die. America will not stop her war of aggression in all these countries.

The other point is this, we know that Nixon will not just release Huey Newton and Bobby Seale like that, and the government will not stop its oppression against the Black Panther Party, until people like you come forth and the masses rally behind us, understand what we are trying to do, understand what we are and do something effective to put pressure on the government. You see the thing is, don't try to tell me that you can't do something about Nixon being in power, because you helped to put him there and power belongs to the people, the same way you put him there you can take him away. And if you did not put him there then you have not understood your rights. So then exercise your rights. Remove this capitalist, racist stool pigeon from power. Destroy this vulturistic system and replace it with one that all people can benefit from.

Understand your duty as so-called Americans. Free Bobby, Free Huey, Free All Political Prisoners and put an end to the repression that is being levelled against all peoples who object and dissent to what they see to be wrong.

After all, governments were made to serve the people; if they do not, tear them down and institute governments that fulfill this function.

EXECUTIVE SECRETARIAT OF OSPAAAL

Declaration of The Executive Secretary Of Ospaaal Condemning The Aggressive Policy Pursued By The Government And Military High Command Of Lebanon Against The Palis Paliestinian Commandos

At the end of October, extremely serious events took place in Lebanoo. The Lebanese army and security forces attacked the camps and bases of the Palestinian commandos located in the south of this country, killing over 20 guerrillas and wounding several of them.

These actions are not the first of this kind, although they are the major and most serious because of their extent and consequences. It is not a secret to anyone that for some time the government and the reactionary armed forces of Lebanon have been systematically pursuing, harassing and repressing the patriotic organizations of Palestine located in Lebanese territory.

Late in April of this year the police and army of Lebanon massacred dozens of Palestinians in the southern city of Saida and in the village of Bark Elias. In these repressive actions launched by the Lebanese forces about 12 Palestinians were killed and 67 wounded. At the beginning of May the Lebanese troops attacked the Palestinians again, killing 6 commandos (Fedayeens.)

Meanwhile, the Lebanese authorities have carried out countless attacks against the partiotic Palestinian headquarters, installations and organizations represented in Lebanon. In Beirut, the capital of Lebanon, the imperialist agents have been able to carry out several attacks against the Palestinian representations with complete impunity. Now the Lebanese and Israeli troops simultaneously attack the bases and camps of the Palestinian commandos south of Lebanon.

The recent actions of the Lebanese government and troops against the Palestinian revolutionaries have taken place hardly a week after the spokesmen of the State Department of the US imperialist government expressed their concern over the national sovereignty and territorial integrity of Lebanon, which they themselves had upon in August 1958. on the part of the US imporialists -- the main instigators of Israel's aggressive expansionism -- over the sovereignty and integrity of Lebanon is in return for that which those very spokesmen defined as the "sensible attitude toward the West" adopted by this country. The criminal actions perpetrated against the Palestinian population and commandos within the country are undoubtedly a very important part of that "sensible attitude toward the West" referred to by the State Department.

The government and military high command of Lebanon offered no resistance whatsoever to the US invasion in 1958. In the face of the Israeli aggression they have never had a gesture of effective solidarity with the Arab peoples, who were the victims of this aggression. When the Israeli troops launched an attack on the Boirut airport, the Lebanese government and military high command put up no resistance at all, thus maintaining a shameful attitude of cowardly and tacit complicity. Their policy toward the revolutionary cause of the Palestinian people has always been one of hostile undermining and, at present, of overt and systematic repression.

All of these facts confirm the important role that the Arab reactionary regimes, along with Israel, have always played and are now playing as tools of the US imperialist strategy toward the Palestinian Revolution and the progressive Arab regimes.

On various occasions events similar to those of Lebanon have taken place in Jordan and may occur again tomorrow, on a larger scale, in these two countries as well as in other countries siding with Arab reaction. This is part of the unceasing imperialist and zionist plots aimed at curbing, neutralizing and destroying the revolutionary cause of the Palestinian people, whose process has already taken on irreversible characteristics and roots among the Arab people. Fear of the Palestinian liberation movement, of the spreading and terrific impact of this movement on the Arab masses fundamentally determines the stand of the Arab reactionary regimes.

In view of the present situation the Executive Secretariat of OSPAAAL reaffirms its complete support to the revolutionary cause of the Palestinian people, to all its militant organizations and to the steps and actions taken or that may be taken by them to guarantee their sovereignty and the successful advance of their just struggle. We also extend our support and recognition to the dignified attitude of the Lebanese people, who have come out on the streets to fight for the rights of their Palestinian brothers, confronting the reactionary authorities and repressive forces of their country.

The Executive Secretariat of OSPAAAL considers that, at the present time, it is imperative that all revolutionary, anti-imperialist and progressive forces of the whole world, particularly of Asia, Africa and Latin America, express their condemnation of the Lebanon events and the maneuvers and implications which are beginning to manifest themselves, and at the same time express their solidarity with and support to the Palestinian combatants, their organizations and revolutionary cause.

“IF YOU WANT PEACE YOU GOT TO FIGHT FOR IT”

There's too many American flags out here, and our Minister of Information, Eldridge Cleaver, says that the American flag and the American eagle are the true symbols of fascism. ALL POWER TO THE PEOPLE. Black power to Black people. Brown power to Brown people. Red power to Red people, and Yellow power to Ho Chi Minh, and Comrade Kim II Sung the courageous leader of the 40,000,000 Korean people.

The Black Panther Party takes the position that we want all Black men exempt from military service and that we believe that Black people should not be forced to fight in a military to defend a racist government that does not protect us. We will not fight and kill other people of color in the world, who like Black people are victims of US imperialism on an international level, and fascism domestically. So recognizing that, recognizing fascism, recognizing the occupation of all the pigs in the Black community, then it becomes evident that there's a war at home, there's a war of genocide being waged against Black people right here in America.

So then, we would like to ask the American people do they want peace in Vietnam. Well, do you? (audience) "Yes." Do you want peace in the Black communities? (audience) "Yes." Well you goddamned sure can't get it with no guitars, you sure can't get it demonstrating. The only way that you're going to get peace in Vietnam is to withdraw the oppressive forces from the Black communities right here in Babylon. So that we have a suggestion for that, we have a purposal, we have a message for that. We have a petition that we're circulating on a national level to control the pigs in the Black community; and we know that those pigs are not going to move of their own volition. We know that those pigs are not going to stop murdering Black people in the Black community. We also recognize that White people are oppressed in the White community so that our petition is applicable in their community.

But we have to make some very clear distinctions in terms of minor danger and major danger. We say that the major danger is right here in America because the Black community is occupied territory and the pigs of the power structure are killing Black people with the same compunction with the same outrage and hatred that they killed the courageous people of Vietnam. So that we're not going to let you get around that. We're not going to let you talk about waging a struggle in support of people 10,000 miles from here, when you have problems right here in fascist America. We recognize that a whole lot of people get uptight and they think that the Black Panther Party is just making up shit, that they're distorting history when we say that this country is fascist. But I think just a little reexamination of your history will show to you that the American people, that the history of this country promulgates and it sets a precedence for any fascism that has ever taken place on the stage of world history.

Adolph Hitler was a fascist. The man was an animal. The man was a monster. He was a jingoist, a warmongerer. But Adolph Hitler did not create fascism. Adolph Hitler did not create the Black Legion. Black people were enslaved and killed in the millions before Hitler even came on the scene. The Red man was exterminated in this country and Hitler don't take responsibility for that. So that this country has a blood stained history. This country is a country that was built on war, it was built on the ruins it was built on the sweat and blood of its Black people. So that the history of the Black Panther Party, the ideology of the Black Panther Party is nothing more than the historical experiences of Black people in this country translated by way of Marxism-Leninism. Because we recognize that Marxism - Leninism is not a philosophy for Russians, it is not a philosophy for Chinese but it's a philosophy for any people that's moving against an oppressive power structure such as the capitalistic fascist system of the American society. And we have adopted that. And that we're putting it into practice because it is proven beyond a doubt that it's truly in the service of the proletariat.

We would just like to ask the American people, we would like to ask all the mothers in the audience, all the wives who have husbands that are prisoners of war, that have been lost in action, do you want your sons home? Do you want your sons home? (audience) "Yes." Well we have a purposal for that. Our Minister of Information, Eldridge Cleaver is in Algeria. He spent two months in Korea, at the Pyongyang Journalist Conference, and there he spoke with members of the National Liberation Front of Vietnam. So that we purpose to the mothers whose sons are political prisoners of war or wives whose husbands are lost in action. That they submit to the Black Panther Party their name, rank and serial number and we will turn this over to the Minister of information of the Black Panther Party, and we will begin to negotiate for freedom for Huey P. Newton and Bobby Seale, because they're political prisoners of US fascism. That's the way that we want to help people. So that if you can relate to that then we can relate to the American people. If you can't relate to freedom for our Chairman Bobby Seale and our Minister of Defense Huey P. Newton then we say that we can't relate to the American people.

We say down with the American fascist society. Later for Richard Millhouse Nixon, the motherfucker. Later for all the pigs of the power structure. Later for all the people out here that don't want to hear me curse because that's all that I know how to do. That's all that I'm going to do. I'm not going to ever stop cursing, not only are we going to curse, we're going to put into practice some of the shit that we talk about. Because Richard Nixon is an evil man. This is the motherfucker that unleashed the counter-insurgent teams upon the BPP. This is the man that's responsible for all the attacks on the Black Panther Party nationally. This is the man that sends his vicious murderous dogs out into the Black community and invade upon our Black Panther Party Breakfast Programs. Destroy food that we have for hungry kids and expect us to accept shit like that idly. Fuck that motherfucking man. We will kill Richard Nixon. We will kill any motherfucker that stands in the way of our freedom. We ain't here for no goddamned peace, because we know that we can't have no peace because this country was built on war. And if you want peace you got to fight for it.

INTERNATIONAL NEWS: 1,400 Women Jailed in Thu Duc Prison Put to Savage Torture and Beating : Many Fatalities and Many Maimed for Life

-- Special Communique of the Committee to Denounce US-Puppets' War Crimes in South Viet Nam --

THE Thu Duc prison, 12km from Saigon, is a real hell on earth. The more than 1,400 women illegally detained there have to live in crowded wards, in hunger and thirst, and without medical care, and are frequently put to torture in torture chambers and right in their wards.

On orders from US bosses, the puppet administration, from the Diem-Nhu brothers formerly to the Thicu-Ky-Khiem clique at present, has tried to brainwash political prisoners through "denunciation of communism" courses and the salute to the Saigon flag. Their aim has been to terrorize the recalcitrants and force the others to give up their patriotic ideal.

The same methods have been applied in the Thu Duc prison, and have met with a stiff resistance from the women prisoners. In retaliation, the jailers have been putting them to utterly savage torture.

Following many previous bloody waves of repression, the enemy in July this year started another terror campaign against the female inmates, specially those who were against the "denunciation of communism" courses and the salute to the Saigon flag. They resorted to such barbarous methods as stuffing their mouths and eyes with caustic lime, breaking their teeth, slashing their faces, pushing skewers into their genitals, or throttling them to death.

Many who were inflicted the lime torture or beatings lost consciousness and later became disabled for life, such as Misses Tran Thi Nga, Nguyen Thi Cam, Nguyen Thi Canh, Nguyen Thi Hue, and Mme Ty.

Among those receiving blows and kicks in their sexual organs in addition to the abovesaid treatment were Tran Thi Lien, Pham Thi Bach Tuyet, Ho Thi Ut, Nguyen Thi Lai, Quach Kim Anh, Tran Thi Hong Loan. Nguyen Thi Hanh, Pham Thi Mai, Nguyen Thi Nhan, Nguyen Thi Hien and Pham Thi Duc.

The torturers thrusted sticks into the privy parts of Miss Le Tu Cam (a student), broke the teeth of Miss Nguyen Thi Bay (a teacher) and slashed the faces of To Thi Tam and Nguyen Thi Bich.

On August 16, Tran Thi Binh, 18, was stripped naked and ordered to parade before her torturers. Then the latter tied her hair to her own nipples and pulled her hair with all their strength. Then she was laid on the ground. Quy and Nhan, two of the jailers, forced her legs apart and Captain Duong Ngoc Minh, the chief warden, savaged her genitals with a sharp-edged stick. After that, the others took turns in raping her till she fainted.

The same day, ten of the inmates -- Tran Kim Cuc, Trinh Hong Quan, Vo Thi Anh, Nguyen Thi Lan, Nguyen Thi Thu, Vo Thi Ut, Tran Thi Vien, Nguyen Thi An, Nguyen Thi Hoa and Huynh Thi Hong were interrogated, handcuffed and thrown into separate cells. The prisoners went on a hunger strike, which was immediately supported by all other female prisoners in the camp who started a general sympathetic action.

On August 21, the enemy summoned many of the strikers to the warden's office, where they beat them up savagely. As a result of many days of ordeal, Nguyen Thi Tan and Dang Thi Ranh died that very night. (Nguyen Thi Tan, 42, had been arrested on May 25, 1968 at the Ba Hoa post; Dang Thi Ranh, a girl of 16 in Binh Phuoc village, Thu Duc district, had been sentenced to one year of suspended imprisonment although no evidence could be produced to support the charge against her).

As the other prisoners did not let them take away the two bodies, the enemy dealt even more savage beatings. Khong Que Kinh, 24, a Chinese resident, was killed on the spot. Many other women were seriously injured. More cruel still, the chief warden ordered his men to take off the clothes of Nguyen Thi Tan, and he himself trampled on her body and face in order to intimidate the remaining women.

The most seriously wounded were then taken to unknown destination, among them Vo Thi Lan (16), Nguyen Thi Cam (17), Tran Kim Cuc (17) -- arrested on May 5, 1968 in Saigon, and transferred to Thu Duc on November 30, same year, Vo Thi Anh (18), Huynh Thi Ngon (19), Trinh Hong Quan (19), Lam Xuan Hao (25), a Chinese national -- arrested on May 5, 1968, and Ly Qui Chi (30).

Infuriated by such atrocities, all the women prisoners rose up to defend their own life. They demanded that the enemy stop the beatings and terror, abolish the harsh prison regime, set free the prisoners and punish the criminals.

Flouting law and ignoring the legitimate claims of the women prisoners, the agents of the US-puppets launched a new drive of terror against the prisoners.

They sent in a big repressive force of marines and field police.

On August 22, Mrs Nguyen Thi Xuan Lau, 42, an inhabitant of Son Hoi, Son Tinh district, Quang Ngai province, arrested in Saigon and transferred to Thu Duc on March 2, 1969, was beaten to death.

The following day, a field police company was sent to the jail to take away her body. They savagely beat many other women prisoners.

To placate the prisoners, Lieutenant Colonel Luyen, director of Chi Hoa, and Lieutenant Colonel Sen, representing the puppet military court, and the deputy director of the Thu Duc prison made a verbal promise to meet their demands, declaring that they would stop the beatings and terror and punish the murderers, abolish the salute to the Saigon flag and the harsh prison regime, all the beatings of prisoners, draw up records on the beatings resulting in the incapacitation of the victims, photograph the bodies of the dead and organize their funerals.

But immediately afterwards, on August 24, the US-puppets sent in 60 cruel agents to suppress the prisoners in wards B, C and G and evacuated by force all those of ward H. They handcuffed and isolated 20 prisoners in the reception ward. Duong Ngoc Minh, the warden of Thu Duc prison, himself and his stooges set to beating up many others.

ON October 6, 1969, the spokes man of the Provisional Revolutionary Government of the Republic of South Viet Nam issued a statement on this subject. The statement said:

"In the wake of the premeditated bombing of the Tay Ninh prison on June 19, 1969, resulting in nearly too inmates killed or wounded, the slaying of nearly Soo political prisoners in Poulo Condor in February and March 1969, the bloody repression of hundreds of inmates of the Tan Hiep Hoa prison (Bien Hoa) in April 1969, and tens of thousands of other bloody acts of repression in prisons all over South Viet Nam, these new crimes of the US-puppets in Thu Duc prove that the enemy are frantically pushing up their fascist repressive measures against patriots in their hands, along with the accelerated `Phoenix' campaign which, in fact, is a drive of intimidation and assassination against patriots and any one opposing them.

"These new crimes of the US-puppets coinciding with their intensified terror raids, the devastation of large populous areas by B-52 aircraft, and the use of war gas and noxious chemicals against civilians and crops, spell out the fact that in their death throes the US-puppets are stopping at no method however barbarous, to cow the South Vietnamese people, stave off their own collapse, and carry out the US imperialists' design to occupy and dominate South Viet Nam."

The statement affirmed:

"Determined to punish the US aggressors and their henchmen for the crimes mentioned above, the armed forces and people of South Viet Nam will deal them still more vigorous blows. We will completely defeat the US war of aggression, totally overthrow the lackey puppet administration and win complete victory for the struggle to defend the nation's independence and freedom."

The statement concluded:

"The RSVN Provisional Revolutionary Government calls on all governments, all international democratic institutions, all jurists, and the peoples all over the world, including progressives in the United States, to take firm measures, for the sake of justice and humanism, to check the hands of the murderers in South Viet Nam -- the US aggressors and their henchmen"

FOR its part, the DRVN Foreign Ministry issued on Oct. 8, a statement on the same subject. The statement quoted the verdict passed by the Bertrand Russell International Tribunal at its December 1st, 1967 sitting in Denmark, as nothing that arbitrary arrests, farcical trials, interrogations combined with repulsive torture are daily occurrences in South Viet Nam occupied zones, that killing of the wounded on the battlefield, executions without trial are also common occurrences, and that torture is applied by all means, including use of electricity, burning, beating, hanging, etc.

The statement went on to say:

"Recently, an American investigation team on `Religious and Political Freedom' in South Viet Nam made clear that under the US-puppet regime, religious and political freedom has been trampled underfoot and prisons are being crowded with more and more detainees including journalists, monks, students, teachers, tradesmen etc… whose only offence is to love their country and approve peace and neutrality.

"All those arrested by the US and its puppets, whether they are armymen or civilians, men or women, old or young, have been subjected to all sorts of torture and all sorts of physical and mental erosion and have endured a miserable life and a slow death in US-puppet prisons all over South Viet Nam."

The statement concluded:

Dear Brothers and Sisters,

On May 22, eight members of the New Haven Branch of the Black Panther Party were arrested on charges of murder and conspiracy to commit murder. Since then, seven other Panthers (including our Chairman Bobby Seale) have been arrested and charged with the same trumped up charges. These arrest are clearly tied to the arrests and murders of Panthers around the country. They are tied to the growing repression of Black communities in every part of the nation.

The Black Panther Party is organizing around programs which will benefit the community and educate the people on clearly understanding the injustice that this government has brought upon all poor and oppressed people all around the world. Huey P. Newton and Bobby Seale, who are now incarcerated on trumped up charges, founded the Black Panther Party in October 1966. Since then, the Party with the help of the people has gone forth to implement Free Breakfast for School Children Programs (which serve breakfast to over 40,000 hungry children), Free Health Clinics, Free Clothing Programs, and Liberation Schools as a means of lightening the burdens that the government has brought upon the people.

Because of these programs, the government is clearly trying to crush the Black Panther Party. During the past few months, more than forty leaders and 100 members have been arrested, some of them are now facing life imprisonment or the death penalty. We see a concerted plot by the federal government, with the assistance of local police to destroy our organization. In reality, this is the only conspiracy. From the record, it is clear that the campaign launched against our organization has been stepped up in recent months.

In March, Bobby Seale was linked to a Chicago "conspiracy" case and placed under federal indictment for conspiring to incite a riot at last year's Democratic Convention, although he was not a member of any of the organizations sponsoring the protests, and spent less than a day in Chicago.

On April 4th, New York District Attorney Frank Hogan announced in banner headlines that his office had smashed a Panther plot to blow up several midtown department stores, a police station, and inexplicable, the Bronx Botanical Gardens. A grand jury indicted twenty-one Panthers and bail for thirteen of them was set at $100,000 each. No bondsman will touch the case, and the Party of course cannot raise such an amount of money. Meanwhile, the Panthers remain in jail, under maximum security, not for actually committing a crime, but on an extremely vague charge of "conspiracy" which rests on circumstantial evidence and the testimony of informers.

Then, on May 22nd, in a case which police claim was linked to the New York 21, eight New Haven Panthers were arrested and charged with the kidnapping and murdering of our revolutionary brother Alex Rackley, a New York Panther. The police claim that he was an informer. We believe that the police murdered him themselves in order to justify their nationwide raids on Black Panther offices in search for his alleged assassins. Federal agents did in fact carry out raids in Washington, D.C., Salt Lake City, Denver, and Chicago in conjunction with the New Haven case. In every instance, police destroyed office equipment, burned literature and books, stole money from the Breakfast Program donations and in their beastly manner, destroyed food that was to be fed to our little brothers and sisters in the mornings before they went to school.

Two Denver Panthers are being held on $200,000 bail not for murder or even conspiracy, but on the catch-all charge of unlawful flight to avoid prosecution.

On August 19, Chairman Bobby Seale was arrested in Berkeley by FBI agents in connection with the Alex Rackley case.

In the Chicago raid, which took place on June 4th, FBI agents blocked off the streets at 5:30 in the morning and confiscated a list of donars, and copies of a petition signed by 15,000 people calling for the release of Illinois Party Deputy Chairman Fred Hampton, who was in prison on a two to five year sentence for allegedly stealing $71 worth of ice cream bars.

The day after the Chicago raid, police broke into the Panther office in Detroit, photographed documents, and arrested three Panthers, who were later released.

On June 7th, during racial disturbances, police entered the Panther office in Indianapolis and arrested 30 people.

On June 10, a grand jury in Chicago indicted sixteen Panthers on charges of conspiracy, kidnapping and threatening to murder two people who allegedly refused to return weapons entrusted to them by the Panthers. Bond was set at $100,000 each for six of the thirteen. One of the charges, aggravated kidnapping carries a maximum death penalty.

On June 15th, San Diego policemen shot their way into Panther Headquarters, where they claimed a sniper had taken refuge. That same day in Sacramento, the Panther office was torn apart by police.

On July 31, again in Chicago, police used gasoline to burn the office during the pre-dawn hours, destroying office equipment, medical supplies, food for the Breakfast Program, and arrested three unarmed men for shooting policemen from the office windows.

In the effort to crush the Party, the government will use every means possible `legal' or not FBI Director J. Edgar Hoover and Attorney General Mitchell are old hands in the business of crushing the struggle of poor and oppressed people against the ruling class. The burdens that have been placed upon the people are those of high food prices, high rent prices, and low wages all of the money being used to subsidize a war which is not supported by the majority of people in this country, a war that is oppressing the people of Vietnam who want only to have their freedom of self determination. Very recently our Chief of Staff, David Hilliard, in a press conference held in Oakland, California, made a statement that the North Vietnamese were willing to release some American prisoners of war in exchange for the freedom of Huey P. Newton and Bobby Seale.

The establishment knows from experience the easy formula for repression: tie up the Panthers in court with any possible charge, then deny bail and inflame public opinion so that a fair trial is impossible. The Panthers are now in jail awaiting trial on conspiracy to murder and other ridiculous charges. Conspiracy is the hardest charge to defend and the eastest to prosecute. It is the most unfair to any defendant. All of the Connecticut 14 are being held without bail. They have been denied a preliminary hearing and many other constitutional rights. The only thing that the Party can do for our incarcerated brothers and sisters is work with the people in a concerted effort to stop the growing tide of fascism in America. The federal task force set up by Tricky Dick Nixon, and his number one hatchet man Attorney general Mitchell has inflicted such a reign of terror and lies upon the Black Panther Party from coast to coast. It is no surprise that "it (fascism) has happened here". The only question is, "how long will the people put up with it?"

The trial and the steps in defense of our incarcerated brothers and sisters will be very expensive, particularly since such a large number of people have been arrested. The Black Panther Party calls upon all of the people who are concerned to see justice done, to contribute to the:

THE TORTURE OF PANTHER WOMEN

The repression of the Black Panther Party has taken a new and more vicious turn in the case of the New Haven 14. Six women and eight men have been held on trumped-up charges and exhorbitant bail (in reality ransom) since May 1969 in the Nazi-like solitary confinement of the ruling class's concentration camps. Three of the women are pregnant. Two will give birth before the end of 1969.

Bright lights shine in their solitary cells all day and all night. Their mail and reading lists are censored, as are their visitors. They are denied proper food, exercise and medical care. They are denied their constitutional right to choice of lawyers.

In a final attempt to destroy the will of these revolutionary women, the ruling class is degrading one of the most beautiful experiences of women -- childbirth. Besides denying them the most elementary human right to pre-natal and maternity care by qualified, sympathetic doctors, they are forcing these heroic women to give birth in the presence of brutal, dehumanized prison guards. (It is bad enough under normal hospital circumstances in this country where all the doctor wants is to "knock the woman out" with anesthesia and collect his fee.) Finally, these same oppressors, fearful of the revolutionary spirit born in these black infants, are going to rip them from their mothers' arms -- mothers whom the ruling class deems "unfit."

U.S. Rivals Planners of Auschwitz

The Black Panther Party and N.Y. Women's Liberation said in a recent leaflet. "We reject the State's definition of a `fit' mother, family unit and `suitable' home. The State, by its torturous treatment of our Panther sisters has proven itself to be an `unfit' guardian for these children. The State is making sure that these children will be born into a hostile, brutal and racist environment. The State is making sure that the Black Panther Party will not produce another generation of Panthers."

Panthers and all black political prisoners are fighting against U.S. imperialism for their self-determination; they are not only political prisoners, but also prisoners of war. Yet the U.S. government tortures them in ways that rival the tortures of Aushwitz for their calculated barbarity.

Prisoners of War vs. War Criminals

While tearing new-born babies from the arms of their mothers -- women whose real setting up free breakfast programs for hungry schoolchildren, distributing free clothing and setting up health care centers for the poor and oppressed in the community -- the U.S. government complains that the Vietnamese's generous and humane treatment of the U.S. pilots they captured is not "humane" enough. Yet these pilots, all of whom are members of the racist officer class of the U.S. military, were shot down in the very act of slaughtering Vietnamese with napalm and phosphorous bombs. But these pilots are war criminals, not prisoners of war, as the U.S. ruling class claims. The real prisoners of war are the Panthers in New Haven and all across the country, Martin Sostre, Ahmed Evans and all the black political prisoners.

The Panthers have made this a very real issue by beginning negotiations with the Vietnamese for an exchange of Huey Newton and Bobby Seale for some of the war criminals held by them. This move, as clearly as anything, emphasizes the inseparability of the Vietnamese and black liberation struggles. The brutal treatment of the Panthers in New Haven is but one indication that the U.S. ruling class views the two struggles as two fronts of the same war and so must the American anti-war movement, if it is to be effective.

Demonstrate in New Haven

On November 22 in New Haven, Connecticut, there will be a mass demonstration to support these black prisoners of war and to demand, along with the imprisoned mothers, that the Black Panther Party be allowed to care for the new-born children; the end to their torture in solitary confinement; their right to chose council; their right to proper pre-natal and maternity care; and their right to give birth without the presence of armed guards. Doctors will be there to demand immediate entry into the prison to care for the pregnant women.

This demonstration also demands the end of the "preventive detention" as well as the freeing of the New Haven 14 and all political prisoners.

With A Revolutionary Love, We Give This To The People

"With a Revolutionary Love" the imprisoned New Haven Panthers give to the people of New Haven a second Free Breakfast for Children Program. This new people's program is located at the Hill Teen Lounge (Third World) at 600 Howard Avenue.

Though isolated from the people they tried to serve while free, their spirit has grown ever stronger. Ericka, Warren, George and the rest of the New Haven Panthers who are now being held in America's racist, fascist prisons, sole purpose in life was to serve the basic needs and desires of the people. They devoted their full energies to educating the community and organizing people's programs (programs which benifit the majority of the people regardless of human backgrounds) such as the Free Breakfast for Children Program. Before they were framed these beautiful brothers and sisters were trying to establish such a program. This is one of the reasons they were framed on charges of the kidnapping and murder of their fellow revolutionary Alex Rackley.

It is evident the government does not want to feed hungry children, why would they frame innocent people such as these thirteen. Why would they admit publicly that they destroy 20,000,000 tons of food each year to appease big industry's greed. Because industry sees this large quantity of surplus food as a threat to their sacred principles of profit by any means necessary. To the hungry children of America and the world it's legalized genocide.

But these thirteen brothers and sisters would not let these fools commit such crimes against humanity. So each one stopped their wandering and gave some direction to their lives and tried to give it to others. That direction was the liberation from injustices of all poor and oppressed people. And for this they are now being held in various prisons all over Connecticut without bail. But like the true revolutionaries they are, their minds are with the people. And from their undying love a second Free Breakfast for Children Program began on November 10, 1969.

STATEMENT: BINH BA THI, DEPUTY CHIEF OF THE PROVISIONAL REVOLUTIONARY GOVERNMENT OF THE REPUBLIC OF SOUTH VIETNAM

(September 18, 1969)

In an attempt to maintain its neo-colonialist domination in South Viet Nam, the U.S. still continues and intensifies the war of aggression fiercely, while resorting to; all perfidious maneuvers to oppose the fundamental national rights of the Vietnamese people and the right to genuine self-determination of the South VietNam people. It does not respond seriously to the 10 - point overall solution of the South Viet Nam National Front for Liberation and the Provisional Revolutionary Government of the Republic of South Viet Nam, particularly with regard to the two basic questions raised in that solution: the question of withdrawing foreign countries in the U S camp, without posing any conditions whatsoever, and the question of setting up a coalition government in South Viet Nam.

Regarding the troop withdrawal, the U.S. persists in demanding that the Vietnamese people and their armed forces, who fight against aggression on their own soil, should "withdraw mutually" with the American troops of aggression.

In the meantime, the U.S. makes a noisy clamour about the "replacement" of its troops. Now it says that a number of American soldiers will be withdrawn, then it declares that withdrawal is postponed. Under the strong pressure of public opinion, President Nixon on September 16, 1969, announced the "withdrawal" of additional U.S. troops, and said that up to December 15 this year, 60,000 GI's, including those who had left, will withdraw from South Viet Nam. Mr. Nixon said that it is a "significant step", "the time has arrived for meaningful negotiations".

Is that true?

The U.S. has sent to South Viet Nam over 600,000 American troops of aggression, including those of the other countries in the U.S. camp. As explained by Mr. Nixon, this time the U.S. will withdraw 35,000 troops, but many things in his way of putting the matter are still vague, and every time Mr. Nixon's figures of U.S. effectives conflict with those released by the U.S. Command itself in Saigon. This shows that the actual figures of U.S. troops to be withdrawn, are obviously lower than 35,000. AFP reported on September 16: "The White House once again makes arithmetical acrobatic feats which add to general confusion". The withdrawal of such a small number of soldiers out of over half a million U.S. troops of agression is of no significance. The number of troops (60,000) reported to be withdrawn by Mr. Nixon, "is the one that former Pres. Johnson said could be brought home without damaging the U.S. war effort", the "New York Times" pointed out on September 15. To "withdraw" such a minimal quantity of troops, the U.S. takes half a year. Thus, how many years more would it take it to pull out over half a million troops? Consequently the withdrawal of more American troops this time is once again the same comedy of withdrawal by "driblets" aimed at appeasing the public opinion at home and abroad which demands that the U.S. bring all American expeditionary troops home. As we have pointed out many times, the U.S. design has always been to prolong their presence in South Viet Nam, to gain time to strengthen the puppet army and patch up the puppet administration, step up the "Vietnamization" of the war in order to realize its neo-colonialist policy. That maneuver was laid bare by Mr. Melvin Laird's statement in the weekly "Times" that the U.S. will retain indefinitely 250,000 American troops in South Viet Nam, even if there is troop withdrawal.

It is not accidental that while noistly publicizing this time its troop withdrawal by "driblets", the U.S. spares no brutal acts of war in an attempt to maintain "Maximum military pressure" upon the South Viet Nam people. It has sent U.S., satellite and puppet troops on repeated sweep operations, while bombing and shelling. In a week alone, from September 7 to 13, although there was a 3-day cessation of military attacks by the South Viet Nam people and their armed forces, the U.S. and its puppets conducted nearly 320 operations, each of them involving one battalion or more. According to AFP, U S tactical air forces alone on September 14 conducted 369 raids, and on the three nights of September 14, 15 and 16, B. 52 aircrafts carried out twenty-four bombing missions over South Viet Nam. Since September 12, American warships and heavy artillery have pounded the demarcation line many times. On September 14, U.S. heavy guns even shelled the Northern part of the demilitarized zone.

It is obvious that the protracted and piecemeal withdrawal of U.S. troops together with its perfidious proposals proves that the U.S. is in no way concerned with "meaningful negotiations". Such maneuvre does not help settle the South Viet Nam problem correctly. To re-establish genuine peace in South Viet Nam, the U.S. must put an end to the war of aggression, withdraw rapidly and totally from South Viet Nam the U.S. troops and those of the other foreign countries in the American camp, without posing any conditions whatsoever.

With regard to the formation of a coalition government in South Viet Nam, the U.S. also adopts an entirely negative attitude. It says that "the right of the Vietnamese people to determine their own political future freely is not a negotiable item", but in fact the U.S. is cynically trampling that right underfoot by unceasingly prettifying the Saigon administration. The U.S. encourages the latter to oppose frenziedly the formation of a coalition government, a legitimate demand of the South Viet Nam people for the implementation of their right to self-determination and for the achievement of broad national concord.

The Thieu-Ky-Khiem administration claims to be "from the people", "for the people", and the "only legal and genuine representative of the South Viet Nam people."

But where does the Saigon administration come from? Who has said that the U.S. is its "father" or "foster father"? Who has said that it is a "tail", a "handful of hateful puppets"? Nobody forgets that it is the one-time Presidents or Vice-Presidents of the United States, the American Representatives or Senators who have said so.

Many American Senators themselves have called the leaders of the Saigon administration "a corrupt gang". One of the chiefs of that administration said: "If corruption was to be entirely eradicated, no one would remain to work". Then, what is the Saigon administration working for, if not for dollars and the selfish interests of a small group of U.S. valets?

Whom does the Saigon administration represent? It is the American politicians and nobody else who call the leaders of the said administration "mini-dictators", "zealous lackeys of the United States". For his part, Nguyen Cao Ky said: "We are a pack of slaves". The Saigon administration obviously represents nobody except a few who deliberately betray the Fatherland and the people and obdurately oppose national independence and freedom.

One wonders how the U.S. "respects the free choice" of the South Viet Nam people, when trying hard to compel them to accept such a U.S.-puppet administration?

The Nixon government's stubborn maintenance of its puppet administration is being opposed by public opinion in the U.S. itself. Criticizing the protracted troop withdrawal policy of the Nixon administration aimed at gaining time, Senator Albert Gore said: "If the time is used to tighten our embrace of the Saigon regime, the prospects of peace will be dim indeed" (AP, September 9). The british "Time" on August 29 wrote: "There is no solution to the problem, as long as President Nixon commits himself to support Thieu regime."

The South Viet Nam problem can only be settled correctly on the basis of the 10 - point overall solution of the South Viet Nam National Front for Liberation and the Provisional Revolutionary Government of the Republic of South Viet Nam.

The very spirit prevailing in that solution is the guarantee of the fundamental national rights for the Vietnamese people and the right to self-determination for the South Viet Nam people, while it responds to the interests of peace in Indo-China and in the rest of the world.

Stemming from the above said national rights and interests of peace, as well as from the 1954 Geneva Agreements on Viet Nam and from the actual situation, the 10 - point overall solution has put forward the logical, reasonable and correct way to settle a series of problems so as to put an end to the war and restore peace in South Viet Nam.

The United States is the aggressor against South Viet Nam; the U.S. has impudently trampled underfoot the independence, sovereignity, unity and territorial integrity of Viet Nam, in opposition to the 1954 Geneva Agreements on Viet Nam and to international law. In order to restore peace, it must put an end to its war of aggression, withdraw from South Viet Nam all U.S. troops as well as its arms and war material, and those of the other foreign countries in the U.S. camp, without posing any conditions whatsoever, and liquidate all U.S. military bases in South Viet Nam.

The just and honest public opinion considers that the total and unconditional withdrawal of troops is the undeniable responsibility of the United States.

The question of the Vietnamese armed forces in South Viet Nam only concerns the Vietnamese themselves; it shall be resolved by the Vietnames parties among themselves, as stipulated by point three of the 10 - point overall solution. All those who respect justice consider that this way of posing the problem is the reasonable one. Even in the heart of Saigon, in spite of repression and control by the Thieu - Ky administration, a newspaper issued on May 23 wrote that point 3 of the 10 - point solution "can be regarded as a new proposal and a basically positive view for future negotiations"…

With regard to free and democratic general elections which, as stated in the 10 - point solution, will help the South Viet Nam people decide their own political regime, a newspaper in Saigon on May 20, 1969 wrote: "In this way, the South Viet Nam people will be given the opportunity of exercising their right to freedom in peace wtihout coercion… Therefore this is not only a principle of positive democracy consistent with the democratic tradition, but also the foundation of a parliamentary system in which political priority is not given to anybody…"

The formation of a provisional coalition government together with the process of its formation, as advocated in the 10 - point overall solution, have met with wide-spread sympathy and support in the political circles of South Viet Nam that stand for peace, independence and neutrality, including those persons who, for political reasons, have to live abroad.

The Vietnamese people and world public opinion demand that the South Viet Nam problem be settled according to the 10 - point overall solution advanced by the National Front for Liberation and the Provisional Revolutionary Government of the Republic of South Viet Nam. In disregard of this reality, the United States and the Saigon administration have been seeking, by all possible means, to distort and oppose this solution.

President Nixon pretends that his administration has made major efforts to bring an end to the war. But the so-called "proposals" and initiatives" it has put forward, aim in fact at maintaining its neo-colonialist domination over South Viet Nam and opposing the fundamental national rights of the Vietnamese people.

Mr. Nixon calls on "both sides to turn their faces towards peace". Yet up to now, the people and the Provisional Revolutionary Government of the Republic of South Viet Nam have spared no effort in the search for a correct and peaceful solution to the South Viet Nam problem. It is only the United States which has turned its by prolonging and intensifying war of aggression. This is why, the U.S. is the only one that must "turn its face to peace". Let it renounce its wicked design of aggression and its out-dated deceitful trickery of peace! It must give a serious response to the 10 - point overall solution of the National Front for Liberation and the Provisional Revolutionary Government of the Republic of South Viet Nam. Only in this way can peace be promptly restored in South Viet Nam.

PIGS -- PANTHERS

It is undeniably true, that in the cities of "Babylon" fortunate enough to have a branch of the Black Panther Party, a day does not pass where there isn't at least one instance of Police -- Panther antagonism. To many people, I'm sure that this phenomenon must seem perplexing. Why is it that the police are always raiding Panther pads, vamping on their offices and harassing the Panthers in their various duties of serving the people? Do the police antagonize this group merely because they are Black men and women, and exhibit their pride of this in all of their actions? Or do they fear the Panthers because they represent certain threats to their security?

To understand this antagonism between the two groups, we have to examine objectively their purposes, tactics, and legitimacy. Their purpose would be why they exist; tactics would be the means they use to achieve the purpose; and legitimacy would answer whether their existence was valid or not.

One every police car, one can read the words, "To protect and to serve". The question that arises here is, "To protect and to serve who?" Well, if we remember that Babylon today is racist, fascist oppressive state, we can begin to answer that question.

One aspect of American society consists of the oppressor-oppressed relationship. As we live in a capitalist environment, the masses of the public are exploited at the hands of a few individuals that control and hold all of this nation's wealth. More people are waking up to the facts of capitalism's true nature, and as these people do so, they see that capitalism is the oppressor. Once this is realized these aware segments of our communities then move to further the destruction of this capitalist state. That puts them in direct opposition to the government, which perpetrates and tries to spread capitalism and imparialism throughout the world.

As capitalism is very individualistic, the perpetrators of this system have no regard for the people. Their only interest is in making money, and they will use any means to achieve this goal. The capitalist has even gone so far as to distort the Constitution. Some people actually believe that we are living in a country that follows the doctrine: "Government of the people, for the people, and by the people". The system of today comes no where near this. Do you think that the people would exploit themselves? Obviously there is some discrepancy here between the way this country is supposed to be run, and the way it is being run.
